Whereas it is provided by the Inquiry Commissions Ordinance that it shall be lawful for the Yang di-Pertuan Negara, whenever he shall deem it advisable, to issue a Commission appointing one or more Commissioners to enquire, inter alia, into any matter in which an inquiry would, in the opinion of the Yang d-Pertuan Negara, be for the public welfare:
And whereas following a unanimous resolution passed by the Legislative Assembly on 18th January 1962 I am of the opinion that an inquiry should forthwith be made by a Commission so appointed in accordance with the following terms of reference:
To enquire into the Government’s Education Policy, its content and administration in all fields other than vocational and technical education, and to make recommendations:
Now, therefore, I, YUSOF BIN ISHAK, hereby appoint the following persons, namely:
1.
Professor Lim Tay Boh;
2.
Professor Huang Ying Jung;
3.
Dr. A. W. S. Thevathasan;
4.
Mr. Ou Yau Kuen (also known as the Very Rev. Brother J. Philippe);
5.
Enche Buyong bin Adil;
6.
Mr. S. Natarajan;
7.
Mr. Liao Sung Yang;
8.
Mr. Yang Shou Mei; and
9.
Mr. Saba Ratnam,
to be Commissioners and hereby authorise the said Commissioners to conduct such inquiry in the manner hereafter directed:
1.  I direct that Professor Lim Tay Boh shall be Chairman of this Commission of Inquiry.
2.  I direct that the sittings of the Commission shall be held at such places, on such dates and at such hours as the Commissioners may from time to time appoint.
3.  I appoint Mr. Wong Kum Seng to be Secretary to the Commission and to attend the sittings thereof and generally to exercise the powers conferred and to carry out the duties imposed upon such Secretary as are referred to in section 6 of the said Inquiry Commissions Ordinance, and I authorise the said Secretary to employ such clerical or other assistance for the purposes of the Inquiry as the Commissioners may require. In case of necessity I also authorise the Chairman to appoint any suitable person temporarily to act as Secretary to the Commission.
4.  Finally, I direct that the Commissioners should first submit to me an Interim Report on the six-day Week and subsequently after completing the Inquiry render to me their Final Report and recommendations thereon.
