A Board shall ensure that transportation assistance shall:   (1) be provided if needed to enable a Choices individual to work, attend, and participate in required Choices services, or access necessary support services if alternative transportation resources are not available; and   (2) use the most economical means of transportation that meets the Choices individual's needs.
