Genetic diagnostic and counseling services to be established--outreach centers, duties--referral for abortion, procedure, requirements.

191.320. The department may contract with tertiary genetic centers to

provide genetic diagnostic and counseling services, to initiate and conduct

investigations of the causes, mortality, methods of treatment, prevention and

cure of genetic disorders and related birth defects, and to develop and

administer programs and activities which aid in the prevention or treatment of

a particular genetic disorder. It may establish outreach clinics to be

located throughout the state. The department may divide the state into

regions for this purpose. The boundaries of such regions, to the extent

practicable, shall be contiguous with relevant boundaries of political

subdivisions and health service areas. These centers and clinics may provide

genetic diagnostic evaluations, treatment, counseling and follow-up for

families with or at high risk for a genetic disease, such as sickle cell

anemia, cystic fibrosis, inherited cardiovascular disease, inherited forms of

mental retardations, or hemophilia, provided that such evaluations,

treatment, and counseling shall not include referral for abortions unless

such abortions are certified in writing by a physician that, in his

professional judgment, the life of the mother would be endangered if the

fetus were carried to term.
