JOINT CIRCULAR No. 27/2004/TTLT-BQP-BTC of March 4, 2004 guiding the implemen-tation of the Prime Minister's Decision No. 215/2003/QD-TTg of October 24, 2003 on regimes for armymen and defense workers directly engaged in management, education, care for, medical examination and treatment of, or struggle with, HIV/AIDS-infected persons
This Joint Circular guides in detail the subjects eligible for, and levels of, allowances, method for calculating and paying allowances, the regime, procedures and dossiers for enjoyment of the regime to armymen and defense workers, who are infected with HIV/AIDS in the course of performing their tasks.
Sources for payment of allowances for HIV/AIDS-infected armymen and defense workers according to this Joint Circular shall come from the Defense Ministry's annually announced budget estimates.
Armymen and defense workers who had been attacked by criminals while performing their duties and consequently infected with HIV/AIDS before the effective date of the Prime Minister's Decision No. 215/2003/QD-TTg of October 24, 2003 shall also be entitled to the regime applicable to diseased soldiers and fallen combatants.
This Joint Circular takes effect 15 days after its publication in the Official Gazette.- (Summary)
