To approve the project on organizing young intellectuals’ groups with a total number of 1,000 youth volunteers, who have graduated from universities, colleges or intermediate vocational schools and voluntarily take part in the development of rural and mountainous regions in poor and difficulty-hit communes of 25 provinces from 2003 to 2005 (24 months).

Voluntary young intellectuals’ groups shall be tasked to assist these communes in executing socio-economic development projects contributing to hunger elimination and poverty reduction; to organize classes at villages and hamlets for education univerlization and illiteracy elimination; to rally and educate local youngsters and youths; and to build new cultural life, prevent and fight social evils.

The fund for the performance of the above-said tasks shall be VND 16,506 million allocated directly by the State budget to the Youth Union Central Committee.- (Summary)
