To promulgate together with this Decision the Regulation on organization and operation of the Steering Committee for population, AIDS and social issues under the Ministry of Culture and Information.

The Culture and Information Ministry�s Steering Committee for population, AIDS and social issues was set up under Decision No. 654/QD-BVHTT of April 18, 1998 of the Minister of Culture and Information.

The Steering Committee is tasked to:

- Draw up schemes, projects, programs and plans on information provision, education and communication aiming to guide people to well implement policies on population-family planning and prevention and fighting of crimes, drug, prostitution, HIV/AIDS, malaria�; assume the prime responsibility and coordinate with the concerned agencies in organizing the performance of the task of popularizing information on these fields.

- Organize and implement schemes, projects, programs and plans on education and communications on population-family planning and prevention and fighting of crimes, drug, prostitution, HIV/AIDS, malaria� which were already approved by the National Committee, and integrate them into its regular tasks as well as the objectives of the national program on culture and information.

- Direct, inspect and urge units attached to the Ministry and the provincial/municipal Culture and Information Services to perform the task of popularizing information on population-family planning and prevention and fighting of crimes, drug, prostitution, HIV/AIDS and malaria.- (Summary)
