On-spot ethnic minority households and households entitled to social policies in Lam Dong, Dac Lac, Gia Lai and Kon Tum provinces, which meet difficulties in dwelling houses, shall be given support by the State for the purchase of dwelling houses with deferred payment in kind in order to stabilize and step by step improve their life, enhance the national unity bloc, promote socio-economic development and ensure security and defense in the Central Highlands.

Each household shall be entitled to purchase a dwelling house with deferred payment in kind with the maximum value not exceeding VND 7 million at a deferred payment interest rate of 3%/year. The household shall pay by itself for the house�s value in excess of VND 7 million. The maximum debt-payment time limit is 10 years and the grace period is 5 years. While debts have not yet been paid up, households must not sell or pledge their dwelling houses.

Investment capital sources for building dwelling houses for selling on deferred payment to households: 50% of the total investment capital shall be proportioned by the central budget to the Social Policy Bank; and the remaining 50% shall be mobilized by the Social Policy Bank.- (Summary)
