Joint Circular No.21/2000/TTLT-BLDTBXH-BTC of September 25, 2000 guiding the allowance regime for persons whose working ages expire by the time they cease to enjoy monthly working-capacity loss allowance

In furtherance of the Prime Minister’s Decision No. 91/2000/QD-TTg of August 4, 2000, this Circular specifies the subjects entitled to enjoy allowance, allowance levels as well as method of allowance calculation (with illustration example for each subject category), dossier and procedures for consideration of allowance enjoyment, fund for payment of allowance.

Subjects entitled to enjoy such allowance include:

- People who are enjoying time-limited monthly working-capacity loss allowance under the provisions of Decision No. 60/HDBT of March 1st, 1990 of the Council of Ministers (now the Government), and whose working ages (full 60 or older for men, full 55 or older for women) expire by the time they cease to enjoy such allowance, and whose actual working seniority reaches full 15 years or more (according to the calendar, the additional number of years converted according to co-efficient shall not be counted).

- People who have already ceased to enjoy monthly working-capacity loss allowance under the provisions of the above-said Decision No. 60/HDBT during the period from July 1st, 1990 to before July 1st, 2000, had remained alive by July 1st, 2000, had their working ages expired (full 60 or older for men, full 55 or older for women) by the time they ceased to enjoy such allowance, and have had the actual working seniority of full 15 years or more (according to the calendar, the additional number of years converted according to co-efficient shall not be counted).

The uniformly applicable allowance level shall be VND 100,000/month, excluding the working-capacity loss allowance enjoyed previously. Apart from the above-mentioned allowance level, the allowance beneficiaries shall also be entitled to health insurance regime as prescribed in the Government’s Decree No. 58/1998/ND-CP of August 13, 1998.- (Summary)
