The Prime Minister assigns the designated rice-exporting enterprises under the Southern Food Corporation and Northern Food Corporation, which have warehouses and Mekong River delta provinces to purchase for temporary reserve 1 million ton of rice to be exported.

To encourage non-designated enterprises to participate in the export of rice if they can find markets and the transactional contracts satisfy the conditions guided by the Ministry of Trade. The Ministry of Trade shall consider the supplement of designated rice-exporters from enterprises which, with their own grinding and milling establishments, have processed export rice, have healthy financial situation and export markets.

The rice-exporting contracts, which have been approved by the Governmental level, shall comply with the provisions in Decision No. 237/1999/QD-TTg of December 24, 1999 of the Prime Minister and Official Dispatch No. 668/VPCP-KTTH of February 25 of the Government�s Office.- (Summary)
