JOINT CIRCULAR No. 71/1999/TTLT-BTC-MTTW of June 11, 1999 guiding the State budget’s support funds for the campaign "The entire people unite to build a new life in population quarters" and the donation campaigns launched by the Central Committee of the Vietnam Fatherland Front

The campaign "the entire people unite to build a new life in population quarters" and campaigns for domestic and foreign donations to help fellow countrymen overcome the consequences of natural calamities under the Party’s and the Government’s guidelines, which are launched by the Central Committee of the Vietnam Fatherland Front, are widespread campaigns of profound socio-political significance. These campaigns shall get support funds from the State budget for their implementation.

This Circular guides the principles on the provision and use of support funds from the State budget for implementation of campaigns. The Vietnam Fatherland Front’s chapters at all levels shall have to manage and use the support funds according to the current financial expenditure regime.- (Summary)
