CIRCULAR No.4/1998/TT-BLDTBXH of April 4, 1998 guiding the setting of grade promotion criteria and examinations for professional officials in State enterprises.

In furtherance of Decree No.26-CP of May 23, 1993 of the Government on the provisional regulations on the new wage and salary regime in enterprises, the Ministry of Labor, War Invalids and Social Affairs issued this Circular to guide the setting of grade promotion criteria and examinations for professional officials in State enterprises.

This Circular provides specific guidance on the posts for which criteria must be set, the criteria contents, the methods for setting criteria, the organization of the setting and the management of professional officials' criteria. Basing themselves on the criteria contents and the "Table of professional officials' criteria to be used for setting criteria of officials' posts in State enterprises" issued together with this Circular, the enterprises shall set professional criteria for each complete occupational post of officials, suitable to their respective technological, production, business and labor organization.

This Circular also specifies the eligible subjects and conditions for grade promotion examinations, the organization of grade promotion examinations, salaries for professional officials who enjoy grade promotion.- (Summary)
