Inter-ministerial Circular No. 116/TTLT of April 21, 1997 providing guidance on the organization and personnel of Traffic Inspectorates of various levels.

The specialized communication and transport Inspectorate shall perform the function of inspecting and supervising Vietnamese organizations and individuals or foreigners operating on the Vietnamese territory in the observance of law provisions on protection of traffic works, on land-road, railway and inland water-way traffic safety, handling administrative violations against the protection of traffic works and traffic safety in accordance with provisions of law.

The specialized communication and transport Inspectorate shall perform the duties and exercise powers defined in Article 8 of Decree No.80-CP of December 5, 1996 of the Government. The staff of the Traffic Inspectorate system shall be decided by the Minister-Chairman of the Government Commission on Organization and Personnel.

This Circular provides detailed guidance on the organizational structures of the land-road traffic Inspectorate, the railway traffic Inspectorate, the inland water-way traffic Inspectorates and the local traffic Inspectorates.- (Summary)
