The Prime Minister instructs levels, branches, localities and units to perform several tasks in order to promote the movement of study promotion, talent promotion and building of a learning society, step by step building and developing an open education model - learning society model, in the spirit of the Xth Party Congress’ Resolution.- (Summary)
