RESOLUTION
On the implementation of the National Assembly's Resolution on important national gas-electricity-nitrogenous fertilizer complex in Ba ria-Vung tau province
THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM
Pursuant to the 1992 Constitution of the Socialist Republic of Vietnam, which was amended and supplemented under Resolution No. 51/2001/QH10 of December 25, 2001, of the Xth National Assembly, the 10th session;
Having considered the Government's Report No. 14/BC-CP of February 26, 2007, reviewing the Important National Gas-Electricity-Nitrogenous Fertilizer Complex in Ba Ria-Vung Tau province, Verification Report No. 1481/UBKHCNMT11 of March 19, 2007, of the National Assembly's Committee for Science, Technology and Environment, on implementation of the National Assembly's Resolution No. 06/1997/QH10 on the Important National Gas-Electricity-Nitrogenous Fertilizer Complex in Ba Ria-Vung Tau province, and opinions of National Assembly deputies,
RESOLVES:
Article 1.- To acknowledge the achievements of the Important National Gas-Electricity-Nitrogenous Fertilizer Complex in Ba Ria-Vung Tau province as stated in the Government's Report No. 14/BC-CP of February 26, 2007. These achievements have attested to the properness of the investment guideline adopted by the National Assembly in its Resolution No. 06/1997/QH10 of December 5, 1997. Thanks to this investment guideline, a new industry - gas exploitation and processing industry - has been formed and developed. The Complex's major component projects, after being completed and put to operation, have considerably contributed to the national economic growth in recent years.
Achievements and failures in the course of building the Important National Gas-Electricity-Nitrogenous Fertilizer Complex in Ba Ria-Vung Tau province serve as valuable experience lessons for preparation of investment, organization of implementation, and state management of important national works and projects.
Article 2.- To approve the Government's proposals:
a/ To separate from the Gas-Electricity-Nitrogenous Fertilizer Project in Ba Ria-Vung Tau province, and assign the Government to direct the implementation in a concentrated manner to ensure the execution schedule and efficiency of, the following component projects and work items: the Nhon Trach power plant project; the project on transformation of Thu Duc power plant into a gas-powered plant; the work item on investment in the construction of Hiep Phuoc-Ho Chi Minh City pipelines under the project on Phu My-Ho Chi Minh City pipelines; and work items in phase II of the project on the low-pressure gas supply system for Phu My, My Xuan and Go Dau industrial parks.
b/ To cease the execution of 4 component projects, including the joint-venture project on methanol manufacture; the project on manufacture of reverted iron ore; the project on Wartsila power plant in Ba Ria; and the project on Amata power plant in Thu Duc due to their economic inefficiency, and to assign the Government to continue its direction and research in order to find out appropriate handling solutions.
Article 3.- To assign the Government to expeditiously direct investors to complete payment and finalization for the nine accomplished component projects; and take measures to ensure the stable, safe, long-term and efficient operation of the works under the Project.
Article 4.- To terminate the Government's annual reporting to the National Assembly on the building of the Important National Gas-Electricity-Nitrogenous Fertilizer Complex in Ba Ria-Vung Tau province.
This Resolution was adopted on April 2, 2007, by the XIth National Assembly of the Socialist Republic of Vietnam at its eleventh session.
