Law 9/2011, from October 13, extraordinary credit in order to finance the continuation of the technical work and execution of the works of construction of the communal premises Prat de la Creu Street, within the framework of the urban reordering of environments of the Casa de la Vall since the General Council in its session of October 13th, 2011 has approved the following : Law 9/2011, from October 13, extraordinary credit in order to finance the continuation of the technical work and execution of the works of construction of the communal premises Prat de la Creu Street, within the framework of the urban reordering of environments of the Casa de la Vall preamble on the 17th of February 2010 the General Council, the Government and the City Council of Andorra la Vella, they formalized the agreement related to the reorganization of the urban environments of the Casa de la Vall, which States that the building for the new headquarters of the justice and the extension of the Government's administrative building is emplaci on a patch of the unit of performance "PP-NC-08 – Prat del Rull" of Andorra la Vella. In the same agreement also establishes that the Government give to the City Council of Andorra la Vella, the patch of land bounded by the current layout of the street Doctor Vilanova, carrer Prat de la Creu and carrer del Pui, and run by his the excavation work, structure and finishes of the new property you will have to build on this patch as well as the works of finishes of the property that must be built on the adjoining plot of land owned by the City Council of Andorra la Vella. This new property must have a public square above street level Prat de la Creu and/or the level of access to the new building of the General Council.

In accordance with this agreement, the common gives the Government a more surface patch, more and more urban quality potential, while improving the environment of the new General Council and of the Government's administrative building, and in compensation, the Government is in charge of the excavation work and the whole structure of the building, the adequacy of the square of the car parks , of the establishment of the gateway between the town square and the General Council, of the roads of Prat del Rull and other work accessories.

Seen that the completion of the work of excavation and structure of the set of the new communal facilities located in the surroundings of the Casa de la Vall, facilities of the spaces and the adequacy of the upper square, stands at 8,329,476.22 euros.

Seen that the Government does not have credits to finance the continuation of the technical work and the execution of works of reference, in the framework of the urban reordering of environments of the Casa de la Vall.

Seen that the character of urgency and necessity of this investment are justified because to accomplish the Covenants of the agreement signed between the General Council, the Government and the City Council of Andorra la Vella. in order to proceed with the work until the end of the year without having to stop work and to regularize the budget situation of the work force and the contracts of optional direction and quality control;

Seen the report of the General intervention;

Seen the governmental agreement of 24 August 2011;

Article 1 approves an extraordinary credit of € 8,329,476.22, € 1,924,000.00 of which are for the year 2011. 3,796,000.00 euros for the year 2012; and 2,609,476.22 euros for the financial year 2013, aimed at the completion of the work of excavation and structure of the set of the new communal facilities located in the surroundings of the Casa de la Vall, the equipment of the spaces and the adequacy of the upper square, for budgetary as well:-360 Department of land-building Area 363-60260 construction of other buildings-1987-0000000117 new Justice (communal buildings) , for a total of 1,850,000,00 euros for the financial year 2011, of 3,650,000.00 euros by the year 2012, and 2,509,111.75 euros for the financial year 2013.

-360 Department of land-building Area 363-60910 studies and projects of investment-1987-0000000117 new Justice (communal buildings), for an amount of 74,000.00 euros for the financial year 2011, of 146,000.00 euros for the year 2012 and 100,364.47 euros for the year 2012.

Article 2 The extraordinary credit for the year 2011 for a total of euros,00 1.924.000 is financed through a new debt. The capital spending credits with pluriannual and their funding, with a total amount of EUR 6,405,476.22, of which 3,796,000.00 euros corresponding to the year 2012 and 2,609,476.22 euros in 2013, will be included in the respective budgets when they drafted the corresponding budget projects, in accordance with article 29 of the general law on public finance.

Final provision this law comes into force the day after being published in the official bulletin of the Principality of Andorra.
