Law 46/2010, from June 30, extraordinary credit for dealing with the transfer of capital to the Solà d'enclar, which has to finance urgent works of conditioning of the facilities to ensure its safety since the General Council in its session of June 30, 2010 has approved the following: Law 46/2010 , 30 June, extraordinary credit for dealing with the transfer of capital to the Solà d'enclar, which has to finance urgent works of conditioning of the facilities to ensure the safety reason the General Council agreed in 1979 to create the residence Sola d'enclar as the regulation of administrative organisation of the residence of the elderly Solà d'enclar the month of October in 1981. Subsequently, on 16 November 1982 it approved the modification of some of its articles, including article 7, which States that the Board of Directors must report to the Government the amount of investments to be made in the course of the next year. Accordingly, the Ministry of health, Labor and welfare plans to anyalment the budget bill of every exercise credits required for the transfers and capital flows to the Solà d'enclar.

The budget bill for the 2010 tax year foresaw the credits necessary to deal with the transfer of capital to the residence, which has to finance urgent works of conditioning of the facilities to ensure safety.

When the General Council does not approve the general budget Law, as in the case of this year, the Executive can not cope with the costs of capital, with the exception of the transfers in the Commons and the planned investment in the project budget subject to approval that had been approved with the character of long-term costs, and that the head of Government with the prior agreement of the Government, can make effective and can put in force, respectively. As a result, the Government does not have the credits necessary to deal with these costs that are encrypted at 6,726.62 euros.

Seen that the character of urgency and necessity of these costs is justified by the fact that the residence Sola d'enclar must have the necessary credits to meet the costs of the conditioning of the facilities to ensure the safety of the people who stay;

Seen the report of the General intervention;

Seen the governmental agreement of 21 April 2010;

Article 1 approves an extraordinary credit for an amount of 6,726.62 euros, for the next budget starting: 630 Department of welfare and family-Social care area 632-PROJ-0098 Solà d'enclar Residence-Residence 78221 Solà d'enclar.

Article 2 This extraordinary credit funded by the game 730 Prevenc. and Extinc. and Salvam.-730 org. Exec. Prev. Extin. Fires and Salv.-PROJ-0001 Prev. Ext. fire and rescue-22130 Fuels for heating, for an amount of 6,726.62 euros.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
