Law 25/2010, of 3 June, extraordinary credit for dealing with the adequacy of the FIR of the Grandvalira ski station since the General Council in its session of June 3rd, 2010 has approved the following: law 25/2010, of 3 June, extraordinary credit for dealing with the adequacy of the spruce the station Grandvalira preamble the draft budget law for the year the 2010 foresaw a budget to deal with the adequacy of the FIR of the Grandvalira ski station.

This credit is intended to fulfil the commitments by the Government with the common of Canillo in the framework of the collaboration agreement between public administrations, from 26th February 2009, to enable the Court of FIR-National Stadium-for the Organization of the women's Ski World Cup in 2012.

Specifically, with this the Government credit will provide the necessary resources in order that the common Canillo can perform all the actions and the necessary steps to develop this event of the Organization of the women's Ski World Cup in 2012, as the wording of the projects, the tendering of the works, the contract and its payment.

When the General Council does not approve the general budget Law, as in the case of this year, the Executive can not cope with the costs of capital, with the exception of the transfers in the Commons and investment expenses provided for in the draft budget, pending approval, that had been approved with the character of long-term costs, and that the head of Government with the prior agreement of the Government, can make effective and can put in force, respectively. In this case, the general law on public finance determines the extension of current spending budget of the preceding financial year and the effect of the credits approved by multi-annual character, in addition to the authorization to the Executive to make effective transfers in the Commons.

As a result, the Government does not have credits to meet the costs of adaptation of the FIR of the Grandvalira station, which are encrypted in 1.000.000 euros.

The character of urgency and necessity of the reference investment is justified by the commitments arising from the agreement of collaboration between public administrations to enable the Court of FIR-National Stadium-for the Organization of the women's Ski World Cup in 2012.

Seen the report of the General intervention;

Seen the governmental agreement of 14 April 2010;

Article 1 approves an extraordinary credit for a total amount of 1,000,000 euros for the financial year 2010, for budgetary: 180 State Secretary of sports, youth and volunteering-180 sports area-60750 constructions and sports equipment-2005-FIS Downhill skiing Track-0000000001.

Article 2 The extraordinary credit for the year 2010 for a total of 1,000,000 euros is financed through a new debt.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
