PROMOTION LAW FOR THE ERRADICATION OF CARPOCAPSA, ADDING THE TECHNICAL OF SEXUAL CONFUSION OF INSECTS
ARTICLE 1 The eradication of the pest that affects the so-called carpocapsa grapes is of national interest.Implementation authority
ARTICLE 2 The implementation of this law will be carried out by the Ministry of Agriculture, Livestock, Fisheries and Food of the Nation. Article 3 The enforcement authority of this Act shall:(a) Establish appropriate mechanisms to eradicate the pest;
(b) Promote techniques aimed at this goal, which reduce the use of pesticides and insecticides in fruits and vegetables, which do not alter the quality of the product and do not contain it;
(c) Issue the regulations necessary for the implementation of this programme;
(d) Establish mechanisms for monitoring compliance with the rules of this Act;
(e) Authorize projects aimed at achieving the objectives set out in this Act through the application of the incentives set out in the articles;
(f) Limit the use of pesticides that are harmful to health, to their total eradication;
(g) Establish production programs that contain a certification of production processes.
ARTICLE 4 Under the National Carpocapsa Eradication Programme, the Ministry of Agriculture, Livestock, Fisheries and Food will delegate to the respective provincial ministries the implementation of specific activities within its jurisdiction.Tax benefits
ARTICLE 5o The products for the eradication of carpocapsa, composed of pheromones used in the process called the technique of sexual confusion of insects, will enjoy the following benefits:1. Exemption of import duties and statistical rate.
2. Exemption of the added value tax and other taxes that tax the import.
