28 FEBRUARY 2014. - An Act to amend, with respect to the Institute of National Accounts, the Act of December 21, 1994 on social and other provisions (1)



PHILIPPE, King of the Belgians,
To all, present and to come, Hi.
The Chambers adopted and We sanction the following:
Article 1er. This Act regulates a matter referred to in Article 78 of the Constitution.
Art. 2. In section 108 of the Act of 21 December 1994 on social and other provisions, as amended by the Act of 8 March 2009, the following amendments are made:
1° (g) is replaced by the following:
"(g) the economic forecasts required for the preparation of budgets, also known as the economic budget, and the multi-year budgetary frameworks of the various authorities. »;
2° the current single paragraph is supplemented by a j), written as follows:
“(j) statistics on the excessive deficit procedure”;
3° the article is supplemented by two paragraphs written as follows:
"A sensitivity analysis and a comparison with the forecasts of the European Commission, and if any other independent bodies, are attached to the publication of the forecasts referred to in paragraph 1er, littera g).
ICN conducts, every three years, by a scientific committee composed in part of external ICN members, an assessment of the forecast referred to in paragraph 1er, littera g), the result of which is made public and taken into account in the subsequent macroeconomic forecasts. If this assessment reveals a significant gap over a period of at least four successive years, the necessary measures are taken and made public. »
Art. 3. Article 109, § 3, of the same law, is supplemented by a paragraph, which reads as follows:
"The ICN entrusts the National Bank of Belgium with the development of statistics referred to in Article 108, paragraph 1er, littera j). To this end, the National Bank of Belgium is based on data collected by the National Institute of Statistics and compiled by the ICN, and on data transmitted directly to the ICN by the entities that are to report them. »
Art. 4. In section 118 of the Act, a paragraph is inserted between paragraphs 1er and 2:
"The State shall pay every year and in advance to the National Bank of Belgium the costs of additional tasks arising directly from the development of the statistics referred to in Article 108, paragraph 1er, littera j). The State and the National Bank of Belgium agree on the amount of this allowance and the terms of payment. »
Promulgation of this law, let us order that it be clothed with the seal of the State and published by the Belgian Monitor.
