Taking into account that the H. National Congress has approved the following bill initiated in consolidated motions; the first, corresponding to the bulletin No. 13.212-07, of the former Esteban Velásquez Núñez; of the representatives René Alinco Bustos and Jaime Mulet Martínez and of the former Alejandra Sepúlveda Orbenes; and the second, corresponding to the bulletin No. 13.213-07

Draft constitutional reform:

"Unique item. Enter the following modifications article 15 of the Political Constitution of the Republic:

1. Replace in the first paragraph the term "secret and voluntary" for "and secret".

2. Reference is made to the following second subparagraph, new paragraph, from the current second subparagraph to the third paragraph:

"The suffrage will be mandatory for voters in all elections and plebiscites, except in the primary elections. A constitutional organic law shall fix the fines or penalties that shall be applied for the breach of this duty, the electors that shall be exempt from them and the procedure for their determination. "..

And for I have had it good to approve and punish it; therefore, promute and take it into effect as the Law of the Republic.
