I read No. 269.-Santiago, 9 February 1895.-As soon as the National Congress has given its approval to the following LEI PROJECT: Art. 1. Conceal from the Lords Horacio Zanartu i Abraham König, or to whom your rights represent, permission to build i To create a steam railway line between the port of Hurings i the salt flats that the concessionaires have inside the province of Tarapaca. Art. 2. The use of the necessary fiscal land for the construction of the line, its stations and annexes. Art. 3. The private land necessary for the construction of the line i its stations is declared to be of public use. Art. 4. The plans of the work will be submitted to the approval of the President of the Republic in the term of six months, counted since the promulgation of the present lei; the works of construction of the line will be started in the term of ninety days i the line will be completed i delivered to the public traffic in the term of two years, counted both deadlines since the approval of the plans. The same approval shall be submitted, every three years, for freight rates. Art. 5. If the concessionaire does not start the work or will not surrender the line within the indicated deadlines, he will pay a fine of ten thousand pesos for tax benefit. In order to respond to this payment, it will be in the end of two months, a bond of solidarity of ten thousand pesos to the satisfaction of the President of the Republic.
