LAW NO. 20,847 AUTHORIZES ERECTING A MONUMENT IN MEMORY OF THE FORMER MINISTER, LAWYER AND HUMAN RIGHTS DEFENDER MR JAIME CASTILLO VELASCO IN THE COMMUNE OF SANTIAGO Having present that the National Congress has given its approval to the following The bill originated in motion by the members of parliament, Mr Matias Walker Prieto, Mr Fuad Chahin Valenzuela, Aldo Cornejo González, Sergio Ojeda Uribe, Ricardo Rincón González, Jorge Sabag Villalobos and Victor Torres Jeldes and the former Members of Parliament. Carolina Goic Boroevic and Messrs Gabriel Ascencio Mansilla and Felipe Harboe Bascunan Bill: " Article 1.-Authorizase erect a monument, in the commune of Santiago, in memory of the former minister, lawyer and human rights defender Mr Jaime Castillo Velasco. Article 2.-The works will be financed through popular services, obtained through public collections, donations and other private contributions. Public collections shall be carried out in the Metropolitan Region and on the dates determined by the special committee set up in Article 4. Your product will be deposited in a special account that will be opened in the State Bank. Article 3.-Create a special fund with the purpose of receiving the erogations, donations and other contributions indicated in the previous article. Article 4.-Create a Special Commission of eight members ad honorem charged with executing the objectives of this law, which will be made up of: a) The mayor of the commune of Santiago or whom he designates in his representation. b) Deputies and senators of the district and district concerned. (c) The Regional Minister of Education of the Metropolitan Region or to whom he/she designates in his/her representation. (d) The Mayor of the Metropolitan Region or whom he designates in his representation. e) A representative of the Chilean Human Rights Commission. f) The president of the Christian Democratic Party or whom he designates in his representation. g) A representative of the National Human Rights Institute. h) A representative of the Documentation and Archive Foundation of the Vicaria de la Solidaridad. Article 5.-The Commission shall have the following tasks: (a) Prepare the bases and the call for public tender. b) Set the exact location of the monument. c) Select the respective projects. (d) Organise the public collection provided for in Article 2. (e) Manage the account and the special fund provided for in Articles 2 and 3. f) To acquire the necessary goods for the site of the monument. (g) Any other intended for the completion of the works. The commission will initiate the activities to execute the monument within three years from the date of publication of this law in the Official Journal. Article 6 °.-If once the monument has been built there are surpluses of the received erogations, they will be destined to finance the publication of works with their legacy and other literary initiatives that the commission determines.
