[passage omitted] (El Salvador, 17 March) BILL OF NO. 20,185 AUTHORIZES A MONUMENT IN MEMORY OF DON VICTOR JARA MARTINEZ [subhead] Having regard to the fact that the National Congress has given its approval to the following bill, which originated in a motion by the Honorable Senators, Mr. Jaime Naranjo Ortiz and Carlos Ominami Pascual. Bill: Article 1 °.-Autorizase erecir, in the city of Santiago, a monument in memory of the singer-songwriter and folklorist don Victor Jara Martínez. Article 2.-The work will be financed through popular services through public collections, donations and other private contributions. Public collections shall be carried out on the dates determined by the Special Committee set up by Article 4, in coordination with the Ministry of the Interior. Article 3.-Create a fund with the purpose of receiving the erogations, donations and other contributions that the previous article points out. Article 4 °.-Create a special commission, composed of seven members ad honorem, responsible for executing the objectives of this law, which shall be constituted by: (a) a Senator and a Deputy elected by their respective Chambers; (b) The Vice-President of the Council of National Monuments; (c) Two members of the Victor Jara Foundation; (d) The President of the Chilean Society of Copyright, and (e) The Director of the National Museum of Fine Arts. The quorum for sessioning and adopting agreements shall be that of the majority of its members. Article 5.-The Special Commission referred to in the preceding Article shall have the following functions: (a) determine the dates and the manner in which the public collections referred to in Article 2 are to be carried out, as well as conduct the proceedings; (b) to establish the specific location of the monument; (c) to call for public tenders for projects to be carried out, to lay down their bases and to resolve them; (d) to administer the fund set up by Article 3, and (e) to open a special current account to manage the referred fund. Article 6.-If, once the monument has been constructed, the excess of the erogations received shall be used, the latter shall be intended to be determined by the Commission. And because I have had to approve and sanction it; therefore, promulgate and take effect as the Law of the Republic.
