AUTHORIZES ERECIR MONUMENTS IN THE CITY OF ANCUD AND PUNTA |! | ARENAS IN MEMORY OF THE MEMBERS OF THE ANCUD COUP CREW Having present that the H. National Congress has |! |given its approval to the following P r o y c t o d e L e y: " Article 1.-Autorizase erect two monuments, one in the city of Ancud, province of Chiloé, and the other in the city of Punta Arenas, province of Magallanes, by popular subscription, in memory of the following people, all of them members of the "Ancud" schooner: gentlemen Juan Williams, Captain; Bernardo Philippi, Naturalista; Manuel Gonzalez Hidalgo, Lieutenant of Artillery; Carlos Miller, Practical in Canales; Jorge Mabón, Piloto 2nd of the Navy; Eusebio Pizarro, Sergeant Artillero; Cipriano Aros, Valentin Vidal, Pascual Riquelme and Lorenzo Soto Aguilar, Soldiers of the Ancud Garrison; Jose M. Yanez, Lorenzo Aros, Ricardo Didimus, José Santana, Remigio González, Geronimo Ruiz, José Retomil and Manuel Alvarado, Mariners of the Capitania of Puerto de Ancud; Horacio Luis Williams, son of the captain of the schooner; and ladies Venancia Elgueta de Aros and Ignacia Leiva de Vidal, neighbors of Ancud. Article 2.-This work will be financed through popular services, obtained through public collections, donations and other private contributions. Public collections shall be carried out on the dates determined by the special commissions set up by Articles 4 and 5, in coordination with the Ministry of the Interior. Article 3.-Create a fund in the city of Ancud and another in the city of Punta Arenas, respectively, in order to receive the erogations, donations and other contributions that the previous article points out. Article 4.-Create a special committee of ten members ad honorem charged with executing the objectives of this law regarding the monument that will be erected in the city of Ancud, which will be constituted by: a) The two senators of the constituency. b) The two deputies of the district. c) The Minister of the Interior, or whoever represents him, who will preside and convene his work sessions. d) The Minister of Education, or whoever represents it. e) The Mayor of the Ancud commune. f) A representative of the Chiloe Corporation. g) A representative of the Council of National Monuments. h) A representative of the Obituary of Ancud. The commission will operate in the city of Ancud and its quorum for sessionar will be that of the majority of its members. In the event of a tie, the President of the Commission shall be directed. Article 5.-Create a special commission of nine members ad honorem charged with executing the objectives of this law regarding the monument that will be erected in the city of Punta Arenas, which will be constituted by: a) The two senators of the constituency. b) The two deputies of the district. c) The Minister of the Interior, or whoever represents, who will chair and convene her work sessions. d) The Minister of Education, or whoever represents it. e) The Mayor of the Punta Arenas commune. f) A representative of the Social Center Sons of Chiloé, Punta Arenas. g) A representative of the Council of National Monuments. The commission will operate in Punta Arenas and its quorum for sessionar will be that of the majority of its members. In the event of a tie, the President of the Commission shall be directed. Article 6.-Special commissions shall have the following functions: (a) determine the date and the manner in which the public collections are to be carried out, as well as the legal steps to be taken. (b) to administer the appropriate funds, created by Article 3 (c) to call for public competition for projects for the execution of the work, to establish its bases and conditions, and to resolve it. (d) Determine the location of the monument, in coordination with the respective municipality and the Council of National Monuments, and dispose of and monitor its construction, subject to compliance with the provisions of Article 18 of Law 17.288, on national monuments. (e) Open a special checking account for the management of the funds referred to in Article 3. Article 7.-If, at the end of the construction of the monuments, surpluses of the amounts received are surplus, they shall be used for the purposes of respective special commissions shall determine.
