Compulsory motor vehicle scrap standards
(December 27, 2012 Commerce, and national development and Reform Committee, and Ministry of public security, and environmental protection Department makes [2012] 12th, announced since on May 1, 2013 up purposes) first article for guarantees road traffic security, and encourages technology progress, and speed up construction resources saving, and environment friendly type social, according to People's Republic of China Road traffic security method and implementation Ordinance, and People's Republic of China air pollution control method, and People's Republic of China noise pollution control method, developed this provides.
Article based on motor vehicle use and safety, emission inspection, the State up to scrap standards compulsory scrapping of motor vehicle.
Article in business, public safety, environmental protection, development and reform Department in accordance with their respective responsibilities, responsible for the scrapped vehicle recycling and dismantling supervision management, compulsory motor vehicle scrap standards-related work.
Article fourth registered motor vehicles should force the scrapping of one of the following circumstances, where all should reference vehicle age and mileage
Vehicles sold to the scrap vehicle recycling and dismantling enterprises, carried out by the enterprises of scrap automobile recycling and dismantling in accordance with the regulations registration, dismantling, destruction, disposal, and scrap motor vehicle registration certificate, plate, driving permit public security organs traffic management cancelled:
(A) up to the fifth article useful;
(B) repairs and adjustments remain inconsistent with motor vehicle safety standards on car-related requirements;
(C) repair and or control technology, atmospheric discharge of pollutants or noise still does not meet the requirements of the national standard for in-use vehicle-related;
(D) in 3 consecutive motor vehicle inspection after the expiry date of the inspection cycle, no motor vehicle inspection certificate.
Fifth all motor vehicles useful life are as follows:
(A) small, mini passenger car rental for 8 years, midsize passenger car rental for 10 years, a large passenger car rental for 12 years;
(B) leasing passenger cars 15 years;
(C) small coach passenger cars used for 10 years, medium coaches passenger cars for 12 years, large coach passenger cars 15 years;
(D) transit cars for 13 years;
(E) other small, mini passenger car uses 10 years of operation, large and midsize passenger cars 15 years of operation;
(Vi) special school bus for 15 years;
(G) for large and medium sized non-operating passenger vehicles (except for large cars) for 20 years;
(H) three-wheeled vehicle, equipped with a single-cylinder engine of the truck using a 9-year, multi-cylinder engine for loading truck and mini truck 12 years, transport of dangerous goods truck for 10 years, other cargo vehicles (including semi-trailer towing vehicle and trailer) for 15 years;
(IX) special vehicles with a loading function for 15 years, without loading function of special operations vehicles for 30 years;
(J) the full trailer, semi-trailer with dangerous goods used for 10 years, 20 container semi-trailer, semi-trailer for 15 years;
(11) three-wheeled motorcycle used for 12 years, other motorcycles used for 13 years.
For small, mini passenger car rental (except for pure electric vehicles) and motorcycles, relevant departments of the people's Governments of provinces, autonomous regions and municipalities can be combined with local conditions, develop more stringent than the provisions of life above, but small, mini passenger car rental shall not be less than 6 years, and shall not be less than 10 are three-wheeled motorcycles, motorcycles shall not be less than 11.
Small, micro-non-operating passenger motor cars, large non-operating cars, wheeled machinery without age restrictions.
Motor vehicles useful life starting date in accordance with the registration date, but from the date of delivery for more than 2 years do not go through the registration formalities, in accordance with the date of calculation.
Sixth change of use or transfer of registration of motor vehicles shall be determined according to the requirements pertaining to age and obsolescence:
(A) the operation of passenger motor cars and non-operating passenger motor cars converted, scrapped in accordance with operating passenger motor cars, but small, micro-non-operating passenger cars and large non-operating car trading passenger cars, should be listed in annex 1 in accordance with the formula calculation total useful life, and shall not be more than 15 years;
(B) the different types of operation are converted to passenger cars, according to life provisions more stringent scrapped;
(C) small, micro rental passenger cars and motorcycles must go register belongs to the provinces, autonomous regions, municipalities directly under the scope of, scrapped in accordance with working life more strict;
(D) dangerous goods transport trucks, semi trailers and others are converted to truck and semi-trailer, in accordance with the provisions of dangerous goods transport trucks, semi trailer scrap.

(Vi) special school bus travel 400,000-kilometer;
(VII) non-operating small, micro-drive passenger cars and large non-operating car 600,000-kilometer, medium size non-operating passenger car 500,000-kilometer, large non-operating passenger car 600,000-kilometer;
(VIII) mini truck driving 500,000-kilometer, light trucks, heavy 600,000-kilometer, heavy duty truck (including semi-trailer towing vehicle and trailer) travel 700,000-kilometer, transport of dangerous goods truck traveling 400,000-kilometer, low speed vehicles equipped with engine 300,000-kilometer;
(IX) special operations vehicles, wheeled mechanical vehicle 500,000-kilometer;
(J) the 100,000-kilometer are three-wheeled motorcycle driving, motorcycle 120,000-kilometer. Eighth article this provides by said motor vehicle is refers to Shang road driving of car, and trailer, and motorcycle and round type dedicated mechanical car; non-operating passenger car is refers to personal or units not to gets profit for purpose of use passenger car; dangerous goods transport laden car is refers to specifically for transport toxic chemicals, and explosion products, and radioactive items, and corrosion sex items, dangerous goods of vehicles; change using nature is refers to using nature by operating to non-operating or by non-operating to operating, small, and micro rental, and rental, and Coach conversion between different types of operation for passenger motor cars and trucks with dangerous goods to other truck.
Test cycle in these rules refers to the People's Republic of China Law on road traffic safety regulations under the motor vehicle safety inspection cycle.
The Nineth of provinces, autonomous regions and municipalities concerned according to the provisions of section fifth of small, micro-leasing passenger cars or motorcycles life standards, shall be announced to the public in a timely manner and report to commercial, public security, environmental protection, Department of the State Council for the record.
