Chapter I General provisions
First in order to strengthen the management of map, safeguarding national sovereignty, security and interests, and promote the healthy development of the geographic information industry, service for economic construction, social development and people's lives, according to the People's Republic of China Law on surveying and mapping, this Ordinance is enacted.
Article in the People's Republic of China maps to the public within the territory of preparing, reviewing, publishing and Internet map services, and surveillance activities, shall comply with this regulation.
Article map should follow to safeguard State sovereignty, the principle of protection of geographic information safe, convenient for people living.
Map of compilation, review, publishing and Internet map services shall comply with the confidentiality provisions of laws and regulations. The fourth survey and mapping geographic information administrative departments under the State Council unified supervision and management is responsible for the national map.
The duties of the other relevant departments of the State Council in accordance with the provisions of the State Council, responsible for the map. People's Governments above the county level survey and mapping geographic information administrative departments should take effective measures, acquisition, processing, updating fundamental geographic information data in a timely manner through geographic information public service platform to provide geographic information public service, open sharing of geographic information data.
Chapter map compilation
Article seventh units engaged in map compilation and shall obtain the appropriate certificate of qualification of surveying and mapping, and level of qualification in map compilation work carried out within the scope of the license.

Nineth compilation maps shall use the latest map information and supplements or updates in a timely manner, properly reflect the elements of location, form, name and relationship, and meet the map uses.
Preparation involves People's Republic of China border map of the world, the national map should be complete People's Republic of China territory.

17th mapping geographic information administrative departments under the State Council is responsible for the audit of the following map:
(A) the national map and, mainly, for two or more provinces, autonomous regions, and municipalities directly under the administrative structure of the map;
(B) Hong Kong S.A.R. maps, Macau S.A.R. maps and maps of Taiwan;
(C) the map of the world, and mainly for foreign maps;

The fourth chapter map publishing
26th the people's Governments above the county level shall publish administrative departments should strengthen supervision and administration of publishing activities, the map publishing offences investigated and dealt with according to law.

The fifth chapter of the Internet map service

40th Internet map service units shall improve their self-discipline, advance the credit system construction, and improve service levels.
41st Internet map service activities shall apply the provisions of this chapter; not provided for in this chapter and other relevant provisions of this Regulation shall apply.
The sixth chapter, supervision and inspection
42nd people's Government above the county level and their departments concerned shall strengthen the map compilation, publication, display, publication, production, sale, import, export and other supervision and inspection activities.
43rd people's Governments above the county level survey and mapping geographic information administrative departments, publication Administrative Department and other relevant departments according to law when conducting supervision and inspection, and the right to take the following measures:

44th state survey and mapping geographic information administrative departments, publication administrative departments under the State Council shall establish a sound map supervision and management information system, information sharing to facilitate public enquiries.
45th competent administrative departments of people's Governments above the county level survey and mapping geographic information should be based on national standards and technical regulations, strengthening the mapping quality supervision and management.
Map compilation, publication, display, publication, production, sale, import, export unit shall establish and improve map quality responsibility system and take effective measures to ensure the quality of maps.
46th no units and individuals to map violations have the right to report it.
Receiving the report or relevant departments of people's Governments shall promptly investigate and deal with according to law, and the informer confidential.
The seventh chapter legal liability
47th, relevant departments of the people's Governments above the county level and violation of the provisions of this Ordinance, any of the following acts, and monitored by the competent authority or authorities shall be ordered to correct serious cases to the direct responsible person in charge and other direct liable persons shall be given administrative sanctions directly in charge of personnel and other persons directly responsible for the acts constitute a crime, criminal responsibility shall be investigated in accordance with law:

48th in violation of the provisions of this Ordinance, without mapping certificates or beyond the scope of surveying qualification license map drawing activity or activity of Internet map services, in accordance with the People's Republic of China Law on surveying and mapping the relevant provisions for punishment.
49th in violation of the provisions of this Ordinance shall be sent without approval shall be ordered to correct and given a warning, confiscate the illegal map or map graphics products, and may be fined not more than 100,000 Yuan; has illegally obtained, confiscation of illegal income constitutes a crime, criminal responsibility shall be investigated according to law.
50th in violation of these regulations, does not need to be submitted for review, the map does not comply with the relevant national standards and regulations shall be ordered to correct and given a warning, confiscate the illegal map or map graphics products, and may be fined not more than 100,000 Yuan; has illegally obtained, confiscation of illegal gains in serious cases, to inform the community constitutes a crime, criminal responsibility shall be investigated according to law.
51st article violation this Ordinance provides, by audit not meet national about standard and provides of map not according to audit requirements modified that to social public of, ordered corrected, give warning, confiscated illegal map or attached map graphics of products, can at 100,000 yuan following of fine; has illegal proceeds of, confiscated illegal proceeds; plot serious of, ordered closed reorganization, reduced qualification grade or revoked mapping qualification certificate, can to social informed; constitute crime of, law held criminal.

54th article violation this Ordinance provides, Internet map service units using without law audit approved of map provides service, or not on Internet map added content for verification proofing of, ordered corrected, give warning, can at 200,000 yuan following of fine; has illegal proceeds of, confiscated illegal proceeds; plot serious of, ordered closed reorganization, reduced qualification grade or revoked mapping qualification certificate; constitute crime of, law held criminal.
55th in violation of these regulations through the Internet, upload annotations contained in accordance with the relevant provisions of the State on the map may not indicate that the content shall be ordered to correct, given a warning and may be fined not more than 100,000 yuan constitutes a crime, criminal responsibility shall be investigated according to law.
