FLAVIO BRAVO PARDO , President of the National Assembly of the People's Power of the Republic of Cuba.

I DO KNOW: That the National Assembly of People's Power, in the 11th Ordinary Period of Sessions of the Second Legislature has approved the following:

AS FOR: In accordance with Article 16 of the Constitution of the Republic, the State organizes, directs and controls the national economic activity, in accordance with the Single Plan of Economic and Social Development, in which the elaboration and execution of the and consciously the workers of all branches of the economy and the other spheres of social life.

AS FOR: In compliance with the provisions of Article 54 (b) of Decree-Law No. 67 "Organization of the Central State Administration" of 19 April 1983, the Central Planning Board, prior to the coordinated and comprehensive analysis of the The Council of Ministers has drawn up the draft of the Single Economic and Social Development Plan and submitted it to the Council of Ministers.

AS FOR: The Council of Ministers, in accordance with the provisions of Article 96 (b) of the Constitution, has submitted to the National Assembly of the People's Power the corresponding draft of the Single Economic and Social Development Plan for the year 1987.

AS FOR: The National Assembly of People's Power has discussed the project and considered that during the year 1986, however, the negative incidences that have been affecting the behavior of the economy such as the imbalance of the balance On the other hand, the prolonged effects of the drought, the deterioration of sugar prices, oil and its derivatives, and the unplanned consequences of Hurricane Kate, the Cuban economy is expected to achieve a growth of about 1.5 to 2.0 percent.

AS REGARDS : The external financial situation in freely convertible currency and the adverse factors which have been mentioned in 1986 will continue to affect the national economy, so that economic policy will have to continue, with greater rigour, for 1987. The aim of the proposal is to give priority to exports and the production of rows, which will replace imports from the convertible area.

The circumstances in which the plan is to be developed impose maximum effort to achieve economic efficiency much higher than that achieved so far, and it is therefore crucial to use the production reserves intensively and existing productivity.

As a result, it is necessary to work vigorously to achieve greater resource savings, mainly energy carriers and water, as well as the more rational use of raw materials in industrial production.

It has been foreseen in the plan, to continue the implementation of the country's economic and social development programs, to which the investment process has been fundamentally directed. The beginning is reduced to the minimum necessary and the most works are finished.

It has also been taken into account to achieve greater integrality in this process, complementing the proposed objectives with the infrastructure they require for a better exploitation of their capacities.

BY TANT: The National Assembly of People's Power, in exercise of the powers conferred on it to approve the Single Plan of Economic and Social Development of the State for the year 1987, presented by the Council of Ministers, adopts the following:

ACT NO. 57

LAW OF THE STATE ' S SINGLE ECONOMIC DEVELOPMENT PLAN FOR THE YEAR 1987

Article 1-The Economic and Social Development Plan of the State for the year 1987 governs the corresponding activities from 1 January to 30 and 1 December 1987, being compulsory for all organs and bodies State power stations, the local organs of the People's Power and the companies and budget units.

Article 2. For the whole of the national economy, the following management indicators apply in 1987:

Article 3. The following are planned among others: indicators of consumption and services to the following population:

ARTICLE 4.-On the basis of the measures approved by the National Assembly, the Central Planning Board is charged in coordination with the State Committee on Labor and Social Security and the State Finance Committee, so that they will be required to (a) branch body, efficiency and employment indicators and the corresponding salaries for the best performance of the intended objectives.

ARTICLE 5-The Council of Ministers is responsible for organising, directing and controlling the implementation of the Single Economic and Social Development Plan for 1987 through the Central Planning Board, other bodies of the Central Administration of the State and the local organs of the People's Power, in which each one is concerned, informing the National Assembly of the People's Power.

Article 6-The Council of Ministers will also have to examine the recommendations and observations made by the deputies when the National Economic and Social Development Plan for 1987 is discussed by the National Assembly of People's Power. take the measures that contribute to its most efficient implementation and control.

ARTICLE 7.-The Council of State is expressly empowered to introduce, on a proposal from the Council of Ministers, the corresponding changes in the management indicators contained in the approved plan, taking into account the imperatives of character (a) economic or social development arising as a result of the difficult conditions under which the process of its implementation will be developed.

FINAL PROVISION

This Law will begin to rule from the first day of January of a thousand nine hundred and eighty-seven.
