In the light of the amended Decree No. 93-861 of 18 June 1993 establishing the The public institution Météo-France, and in particular its article 2;
On the proposal of the President and CEO of Météo-France,
Arrête:
It is created with the President and Chief Executive Officer of Météo-France an Advisory Committee on Meteorological Observation Networks (CCROM) bringing together representatives of network managers Meteorological observations on the ground and the main data users, for climatological purposes on time or for operational activities in real time.
The mission of the Advisory Committee for Meteorological Observation Networks is to:
-develop the culture of weather observation in public organizations;
-strengthen dialogue and Consultation between public and private network operators in order to optimise in the best economic, technical and scientific conditions the coverage of the territory in the field of meteorological measurements;
Dissemination of standards and recommendations better use of existing data;
-proposing technical solutions to improve the dissemination of information, while integrating the economic issues and constraints of each Organization.
As such, the committee is consulted and makes recommendations to network managers or data users on:
1. Actions to be taken to harmonize existing networks;
2. Studies to complete networks;
3. Technical guidelines and, as appropriate, technical specifications, allowing inter-agency data exchange;
4. The definition of information systems, measures in their environment, quality controls.

A representative of the water direction.
A water directorate representative for the Central Hydrometeorology and Flood Forecasting Service.
A representative of the Management of pollution prevention and risk prevention.
A representative of a regional environmental directorate.
A representative of a flood forecasting service.
On a proposal from the Minister responsible for Inside
A representative of the Directorate of Civil Defence and Security.
On Proposal by the Minister for Agriculture
A Management Representative General Forest and Rural Affairs.
A representative of the General Council of Rural Engineering, Water and Forestry.
On proposal of the minister responsible for equipment
A representative of the Direction of roads.
A representative from the Directorate of Traffic Safety and Traffic.
A representative from the Research and Scientific and Technical Affairs Directorate.
A representative of a direction Departmental equipment.
By proposal of the President and CEO of Météo-France
Four representatives from Météo-France.
Three community representatives or associations Local.
Five representatives from producers or users of meteorological data.
Five representatives of research organizations, producers or users of meteorological data.
Committee members are appointed to A renewable two-year period.
The Chairman of the Committee shall be appointed by order of the Minister, on the proposal of the President and Chief Executive Officer of Meteo-France, for a renewable term of two years.
It is assisted by a Vice President designated by The President and Chief Executive Officer of Météo-France among the representatives of Météo-France.
It may, as appropriate, invite to participate in the work of the committee any expert whose presence is deemed to be useful.
The technical secretariat of the committee is provided by Météo-France.
The Committee shall meet, at least once a year, upon convocation by its President, on its own initiative or at the request of the Chief Executive Officer of Météo-France.
The President and Chief Executive Officer of Météo-France is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
