In the opinion of the Government of the New Caledonia;
Given the application by the Dumbéa Communication Association;
Given the agreement between the Conseil supérieur de l' audiovisuel and the Dumbéa Communication Association, in accordance with Article 28 of the Act No. 86-1067 of 30 September 1986 as amended above;

Decides:
The Dumbéa Communication Association is authorized to use the frequency set out in the Annex, in accordance with the The aforementioned agreement and the annexes to this Decision, for the operation of a terrestrial over-the-air radio broadcasting service in frequency modulation known as Radio Dumbéa.
This authorization is issued for a period of five years from its publication in the Official Journal of the French Republic and in the Official Journal of The New Caledonia. The Conseil supérieur de l' audiovisuel will be able to decide on the expiry of this authorisation if the effective operation did not start within three months of the date of entry into force of the authorisation.
1 ° The holder of this authorization is required to provide the following information to the Senior Audiovisual Council: Accuracy:
Information communicated within three months after commissioning:
-technical description of the installation (type and rated power of the transmitter, antenna system ...) ;
-maximum effective radiated power (PAR);
-horizontal and vertical theoretical radiation diagram;
-date of commissioning.
Information communicated without delay if available:
-diagram of Measured radiation;
-frequency excursion (statistical percentage of exceedance of 75 kHz over a minimum of fifteen minutes).
This information is due at the express request of the board.
2 ° If the information mentioned At a later date, the holder shall communicate to the Council an updated version within one month.
3 ° The holder is also required to communicate to the Council all information in his possession on the cover of The issuer, in particular the results of the coverage measures carried out in the service area.
4 ° If the Council finds that the technical requirements of this authorisation are not complied with, the holder is required to do so, by means of a Authorised organisation, to an audit of the conformity of its installation with the requirements set out in the Technical Annex to the authorisation. It shall forward to the Board the results of this audit.
This authorization is not transferable.
Any use of a sub-carrier must be authorized by the Audio-Visual Higher Council.
This decision will be published in the Official Journal of the French Republic and in the Official Journal of the New Caledonia.
