In view of the Decree of 5 January 2007 establishing joint administrative committees with the Director of the Prison Administration;
In view of the Decree of 5 January 2007 establishing the Competent regional administrative commissions for the supervision and enforcement of the prison administration's supervisory staff,

The date of the first round of elections for the renewal of the mentioned joint administrative commissions Annex and consultations for the appointment of staff representatives to the Joint Technical Committees is set at 27 March 2007.
The deadline for the submission of candidatures for these various elections is 8 January 2007, at 16 Hours, with the exception of the deadline for applications to the Administrative Assistants Joint Administrative Committee, which is set for 25 January 2007, at 4 p.m.
Candidates may be nominated or nominated for the various elections referred to in Article 1, the trade unions of officials referred to in the fourth Paragraph 14 of the above-mentioned Act of 11 January 1984.
The lists of candidates and applications are filed with:
-the Director of the Prison Service, for the national joint administrative commissions;
-Regional Directors of the Prison Service, for the Regional Joint Administrative Committee responsible for the Coaching and Enforcement Bodies, the Regional Joint Technical Committee and the Committee Special joint technique of regional management;
-penitentiary managers and insertion and probation services for special joint technical committees in penitentiary and departmental establishments ;
-Directors of the Overseas Prisons Service and the Prison Service for the Special Joint Technical Committee at the headquarters of these services.
The administrative authorities referred to in this Article Appreciate the representativeness of trade union organizations that present lists of candidates or their applications.
If None of the organizations nominating or nominating candidates, or whether the number of voters, established by the electoral lists, is less than one-half of the staff who are eligible to vote for the elections, and In accordance with Article 1 of this Order, a second ballot shall be held to which any trade union of officials may participate.

This office also conducts a recount for these national joint administrative boards where the principle of confidentiality of votes is prohibited at another level (CAP No. s 1, 6, 7, 9 and 10). In the reverse hypothesis, a special polling station established with each regional director (including the head of the overseas prison services) shall carry out the counting of votes in respect of the national joint administrative commissions (No 2, 3, 4, 5, 8 and 11). Special polling stations established in the prisons of Baie-Mahault, Ducos, Faa'a-Nuutania, Nouméa, Le Port, Remire-Montjoly and Majicavo carry out, in addition, the counting of votes on the administrative committee 3 of the staff of the supervisory body and of the application.

4. The elector inserts his or her ballot paper into a first envelope (envelope 1). This envelope, of the model fixed by the administration, must not bear any mention or distinctive sign.

3. A record of the operations defined in 1 and 2 of this article shall be addressed to the central polling station or special polling station which is responsible, pursuant to Article 18 of the aforementioned decree of 28 May 1982, to proceed with the counting of the Election.
