Describes:
Article 6 of the above-mentioned Decree of 6 November 2002 reads as follows:
" Art. 6. - In the event of the absence or incapacity of Mr Stéphane Fratacci and other officials of the Directorate of Civil Liberties and Legal Affairs who have a delegation of signature to that effect in accordance with the regulations in force, the Officers whose names follow may, within the framework of the permanent offices they carry out in that Directorate, sign the decisions taken for the application of the provisions of Article 12 of Decree No. 82-442 of 27 May 1982, as amended, of Article 9 Decree No. 98-503 of 23 June 1998 and of the decree of 18 April 1939 and the observations provided to the administrative court hearing an application for urgent measures within the meaning of Title II of Book V of the Code of Justice Administrative:
