By Decree of the President of the Republic dated 9 January 2004, taken on the report of the Prime Minister and the Minister for Foreign Affairs and aimed at his execution by the Grand Chancellor of the Legion of Honour, having regard to the statement of the Council of The order of 17 December 2003 to the effect that this appointment is made in accordance with the laws, decrees and regulations in force, and in particular Article R. 26 of the Code of the Legion of Honor and of the Military Medal, is hereby appointed Exceptional:

With effect of November 26, 2003

Miss Goislard (Bettina), an employee of the United Nations High Commissioner for Refugees, murdered on 16 November 2003 in Afghanistan, in the performance of a humanitarian mission.
