REGULATION OF ENERGY MINISTER AND MINERAL RESOURCES

REPUBLIC OF INDONESIA NUMBER 7 IN 2010

ABOUT THE ELECTRIC POWER TARIFF PROVIDED BY THE COMPANY

PERSEROAN (PERSERO) PT THE COUNTRY ' S ELECTRICITY COMPANY

WITH THE GRACE OF GOD ALMIGHTY THE MINISTER OF ENERGY AND MINERAL RESOURCES OF THE REPUBLIC OF INDONESIA,

THE DRAW: A. that in order to maintain the survival of the company, the provision of electrical power and increased quality of service to the consumer, it needs to be made adjustment of the electric power tariff provided by the Company Persero (Persero) PT Company Electricity Country;

b. that under the provisions of Article 34 of the paragraph (1) of the 2009 Invite-Invite Number of 30 Years of Fame, the Government designate the electricity tariff with the approval of the People's Representative Council of the Republic of Indonesia;

c. that in setting the tariff electric power, Government considering justice, community purchasing power, production cost and efficiency of the company, scale of the company and interconnection of the system used;

d. that based on consideration as intended in the letter a, the letter b, and the letter c, need to establish the Regulation of the Minister of Energy and Mineral Resources about the electrical power tariff provided by the company Persero (Persero) PT Company Electricity Country;

DECIDED: Establishing: REGULATION OF MINISTER OF ENERGY AND RESOURCES

MINERALS ABOUT THE ELECTRICITY POWER TARIFF PROVIDED BY THE COMPANY PERSEROAN (PERSERO) PT OF THE STATE ELECTRICITY COMPANY.

CHAPTER I OF THE GENERAL PROVISION

Article 1 In the Regulation of this Minister, referred to: 1. The electric power tariff is an electric power tariff for consumers that

is provided by the State Electric Company (Persero) PT Corporate Electricity.

2. A connection fee is the cost of a consumer candidate to obtain a power splicing, or a fee paid by the consumer for the addition of power.

3. A Subscription Guarantee is money that is a guarantee of the use of power and electrical energy as long as it becomes a consumer.

4. The Minister is the Minister who's been taking care of the affairs of the peace. 5. The Director General is the Director General whose duties and responsibilities

CHAPTER II ELECTRIC BASE FARE

Article 2

(1) The electrical power provided by the Perseroan Company (Persero) The State Electricity Company is stated in the Base Electricity Base Tarif tariff.

(2) The Electrical Base Tarif referred to the paragraph (1) consists of regular electricity rates and prepaid electricity rates.

(3) the regular electricity tarif as referred to in paragraph (2) is the electricity tariff paid after the use of electric power by the consumer.

(4) The prepaid electric tarif as referred to the paragraph (2) is the electricity tariff paid prior to the use of the power by the consumer.

Article 3

The Electrical Base Tarif as referred to in Article 2, consists of:

a. Electricity Base Rate for Social Services purposes, consists of:

1. The fare group for use is very small at low voltage, with the power of 220 VA (S-1/TR);

2. The fare group for small social services needs to be at low voltage, with power 450 VA s.d. 200 kVA (S-2/TR);

3. Fare group for large social services purposes on medium voltage, with power above 200 kVA (S-3/TM),

as set forth in Annex I;

b. Basic Electric Power fare for Household purposes, consisting of: 1. tariff rate for small household use at low voltage,

with power 450 VA s.d. 2,200 VA (R-1/TR);

2. Fare group for medium household use at low voltage, with power 3,500 VA s.d. 5,500 VA (R-2/TR);

3. Fare group for large household use at low voltage, with 6.600 VA power up (R-3/TR),

as set forth in Annex II;

c. Electric Base Rate for Business use, consists of: 1. tariff rate for small business purposes at low voltage, with

power 450 VA s.d. 5,500 VA (B-1/TR); 2. Rate rate for medium business purposes at low voltage,

with a power of 6,600 VA s.d. 200 kVA (B-2/TR); 3. Fare group for large business purposes at intermediate voltage,

with power above 200 kVA (B-3/TM), as set forth in Annex III; d. Electricity Base Rate for Industrial use, consists of:

1. Fare group for small industrial purposes/household industry at low voltage, with power 450 VA s.d. 14 kVA (I-1/TR);

2. The tariff group for industrial purposes is at low voltage, with power over 14 kVA s.d. 200 kVA (I-2/TR);

3. Fare group for medium-sized industrial purposes at medium voltage, with power above 200 kVA (I-3/TM);

4. Fare group for large industrial purposes at high voltage, with up to 30,000 kVA upward (I-4/TT),

as set forth in Annex IV; e. Electricity Base tariff for Government and Information Office requirements

General Street, consists of: 1. tariff rate for small government office purposes and is on

low voltage, with power of 450 VA s.d. 200 kVA (P-1/TR); 2. Fare group for large government office needs at the voltage

medium, with power above 200 kVA (P-2/TM); 3. Fare class for public road illumination purposes at a voltage

low (P-3/TR), as set forth in Annex V; f. Electricity Base fare for Traction purposes at medium voltage, with

the power above 200 kVA (T/TM) for the Perseroan Company (Persero) PT Kereta Api Indonesia, as set forth in Annex VI;

g. The Basic Electrical Rate for Curah (bulk) charges at medium voltage, with the power above 200 kVA (C/TM) for

Licensee's Workforce Permit Business Permit, as set forth in Annex VII; and

h. Electricity Base tariff for Special Service purposes at low voltage, medium voltage, and high voltage (L/TR, TM, TT), is reserved only for electrical users who require service with special quality and which is due to a variety of things not Included in the provisions of the Social, Business, Business, Industry and Government group as listed in Annex VIII;

which is an inseparable part of this Minister's Regulation. Article 4

The provisions of the implementation of regular electricity tariffs and prepaid electricity tariffs as referred to in Section 2 and Section 3 are further regulated by the Company of the State Electric Company (Persero) of the State Electricity Company.

BAB III

COST OVERUSE OF REACTIVE POWER

AND THE DESIGNATION OF "K" FACTOR

PART OF THE ELEMENT

CHARGE OF EXCESS REACTIVE POWER

SECTION 5

(1) THE ELECTRICITY BASE RATE AS REFERRED TO IN SECTION 3 APPLIES TO USE electric power factor with an average power factor each month at least 0.85 (eight Twenty-five a hundred.

(2) In terms of the average power factor every month is less than 0.85 (eighty-five per hundred), then against some of the group rates it charges the overage charge of reactive power (kVArh) as set forth in Annex I, Appendix III, Annex IV, Annex V, Attachment VI, and Annex VII of this Minister Rule.

(3) The charge of the excess reactive power consumption as referred to in paragraph (2) is applied if the use of the kVArh is recorded in 1 (one) month higher than 0.62 (sixty-two per hundred) the number of kWh in the month concerned, so that the power factor (Cos φ) averaged less than 0.85 (eighty-five per hundred).

Second Section of the "K" Factor Redemption

Section 6 of the Company's Enterprise Board of Directors (Persero) The State Electric Company defines the magnitude of the comparison factor ("K factor") between the Peak Time Price (WBP) price and the price of the price. Outside The Peak Time (LWBP) is consistent with the local electrical power system load characteristics, and sets the time and length of the Peak Load Time (WBP) as set forth in Annex I, Annex III, Annex IV, Annex V, Attachment VI, and Appendix VII of the Regulation of this Minister and report of such assignment to the Director General.

(2) The Company of Perseroan Companies (Persero) PT Company The Power of the State may specify the cost of the Linking of the Linking Fees as set forth in Appendix IX of the Regulation of this Minister, for reasons to be accountable.

(3) In terms of prospective consumers or consumers wanting a certain level of quality, reliability, and/or aesthetic so that special network needs, then the addition of such fees becomes the burden of consumer or consumer candidates by staying in charge. The cost of the connection is as defined in paragraph (2).

(4) The terms and conditions of the payment charge payment are further set by the Company's Enterprise Board of Directors (Persero) of the State Electricity Company.

Section 9 (1) of the Company of Perseroan (Persero) PT The State Electric Company

is required to announce the magnitude of the Connection Fee for each connection group in each service unit.

(2) The Company of Perseroan Companies (Persero) of the State Electricity Company is required to report the realization execution of power splicing to the Director General periodically every quarter.

The Third Part of the Warranty Money Subscription

Section 10 (1) The Subscription Guarantee is set at an average account charge

CHAPTER V COSTS DELAY PAYMENT OF ELECTRIC ACCOUNTS

AND BILLS OF AFTERSHOCKS

FEES DELAY PAYMENT OF ELECTRIC ACCOUNTS SECTION 11

(1) CONSUMERS ARE REQUIRED TO PAY AN ELECTRIC ACCOUNT BILL IN ACCORDANCE WITH THE IBM PAYMENT PROCESS. the payment set by the Company ' s Perseroan (Persero) PT Corporate Electricity.

(2) If the consumer pays an electric account bill beyond the payment term as referred to in paragraph (1) charges delay payment of an electrical account as set forth in Annex X Rule of this Minister.

Second Part Bill Bill

Article 12 (1) Perseroan Company (Persero) PT Corporate Electricity

b. Violation Of Group II (P II): TS2 = 9 x 720 hrs x Power Terdial x 0.85 x per kWh the highest rate of consumer fare in the consumer fare group according to the Basic Power Tarif;

c. Violation Of Group III (P III):

TS3 = TS1 + TS2;

d. Violation of Group IV (P IV): TS4 = {9 x (2 x Power Multiplier) X Cost Load or minimum consumer account according to the Basic Power of Electricity} + {9 x 720 hours x Power x 0.85 x The Highest Tarif on the tariff group according to the calculated Electric Base Tarif It's based on the Power of Power.

(3) Terms of use of the use of electric power and aftershocks as referred to in paragraph (1) and paragraph (2) are further regulated by the Company of the Company (Persero) of the State Electricity Company and authorized by the Director General.

BAB VI

LEVEL OF SERVICE QUALITY

Section 14

(1) Corporate Electricity Board of Directors (Persero) of the State Electricity Company is required to increase and announce the quality of service for each unit service at each start of the quarter.

(2) If the quality of the quality of the service in each service units as referred to in paragraph (1) among others relating to long interruption, number of interruptions, and/or meter reading errors cannot be met, then the Perseroan Company (Persero) PT of the State Electricity Company is required to provide the reduction of the electricity bill to the concerned consumer, which is taken into account in the electricity bill the following month.

(3) The provisions concerning the quality of the service quality and the reduction of the electricity bill as referred to in paragraph (1) and verse (2) is further regulated by the Director General on behalf of the Minister.

BAB VII

COACHING AND SUPERVISION

Section 15

The Director General conducts coaching and oversight of the implementation of this Ministerial Regulation, including coaching and oversight of:

A. increased efficiency of the company; b. improving the quality and reliability of the provision of electrical power; and c. increased service to the consumer.

Article 16 Further provisions are required for the implementation of the Regulation of this Minister arranged by the Director General on behalf of the Minister.

BAB VIII CLOSING provisions

Article 17 At the time the Minister ' s Ordinance came into effect: 1. Decision of the Minister of Energy and Mineral Resources No. 2038

K/40/MEM/2001 dated August 24, 2001 on the Cost of Forcing Electric Power provided by the Perseroan Company (Persero) PT Corporate Electricity Company; and

2. Decision of the Minister of Energy and Mineral Resources No. 1616 K/36/MEM/2003 dated December 31, 2003 on the Terms of Implementation Of The Electricity Sale Price of 2004 Provided by the Company Perseroan (Persero) PT Of The State Electric Company,

revoked and specified does not apply. Article 18

The Regulation of the Minister came into force on 1 July 2010.

Tarif for the basis of price calculation of the electrical power by which something cannot be charged according to the default tariff as set forth in Annex I, II, III, IV, V, VI, and VII of the Ordinance of this Minister, namely:

a. export import, with other power-power supply permit holders and operating permit holders;

b. A maximum of 3 (3) months, specifically for maximum construction activities of 24 (twenty-four) months and may be extended;

c. for business areas and industrial areas that require a special reliability level, or simply as supply backup;

d. For the purpose of business and industry that has a working area is distributed and wants centralized payment; or

e. the presence of mutually beneficial parties with the quality of certain services, specifically for business and industrial purposes with the power above 200 kVA.

Implementation of the implementation of the fare for the purposes of the Special Service is further specified by the Corporate Board of Directors (Persero) of the State Electricity Company.
