Cabinet of Ministers Regulations No. 847 of 2005 in Riga on 8 November (pr. 65. § 16) rules on Latvia for controlled drug substances, psychotropic substances and precursors, issued under the law "for the illicit manufacture of narcotic drugs and psychotropic substances and to the legitimate movement of medicinal products order" 3. the second paragraph of article 1. determines the Latvia controlled narcotic drugs, psychotropic substances, plants, drugs and precursors.
2. The illicit manufacture of narcotic drugs and psychotropic substances circulation of medicinal products and in the laws regulating the procedures specified in control: 2.1. prohibited particularly dangerous narcotic substances, psychotropic substances recognized and the plants (in Latvia controlled narcotic substances, psychotropic substances and precursors Isarakst) (annex 1);
2.2. a very dangerous drug and psychotropic substances recognized as allowed for use for medical and scientific purposes (in Latvia controlled narcotic substances, psychotropic substances and precursors IIsarakst) (annex 2);
2.3. dangerous psychotropic substances, which can be used for malicious purposes (Latvia controlled narcotic substances, psychotropic substances and precursors list III) (annex 3);
2.4. in Latvia the controlled substances to the illicit manufacture of narcotic drugs, psychotropic substances and precursors (I), (II) or IIIsarakst in the illicit manufacture of narcotic drugs and psychotropic substances isomers, esters, ethers and salts (including isomers, esters and ethers salts), as well as medicines containing the lists included the narcotic drugs and psychotropic substances, if the legislation is not specific exceptions;
2.5. the precursors listed in the Council of 22 December 2004, Regulation (EC) No 111/2005 laying down rules for the supervision of trade in drug precursors between the community and third countries, of the European Parliament and of the Council of 11 February 2004, Regulation (EC) No 273/2004 on drug precursors ".
3. Be declared unenforceable in the Cabinet of Ministers of 20 January 2004, the provisions of no. 35 "rules of Latvia controlled narcotic substances, psychotropic substances and precursors lists" (Latvian journal, 2004, no. 12).
