Chapter 1 South Spitsbergen National Park, Forlandet National Park and Northwest Spitsbergen National
§ 1. National Parks Svalbard 1973 South Spitsbergen National Park, Forlandet National Park and Northwest Spitsbergen National Park.
§ 2. Definition of national parks South Spitsbergen National includes Wedel Jarlsberg Land, Torell Land and Sørkapp Land with adjacent territorial waters. The boundary follows a straight line from Ljos Odden over the top of Volkovitsfjellet the easternmost bay of Van Keulenfjorden, further in straight lines in Van Keulenfjorden through positions 77 ° 28 'N 16 ° 10' E, 77 ° 32.5 'N 15 ° 50' E. , 77 ° 38.501 'N 13 ° 33.291' E and 77 ° 32.986 'N 12 ° 53.169' E in territorial, then follow this around Sørkapp and north Storfjorden to position 77 ° 15.894 'N 18 ° 23.821' E in territorial, further straight lines to position 77 ° 19.182 'N 18 ° 26.79' E and back to ljos Odden.
Forlandet National Park encompasses Prins Karls Forland and adjacent territorial waters. The border runs west along the sea border to position 78 ° 0.026 'N 12 ° 30.799' E, on the straight line to position 78 ° 11.971 'N 12 ° 32.165' E which constitute the midpoint of the base line between baseline point 109 and 110, in straight lines in Forlandsundet through positions 78 ° 30 'N 12 ° 0' E, 78 ° 42 'N 11 ° 20' E to 78 ° 50 'N 11 ° 20' E., on the straight lines to position 79 ° 0.258 'N 10 ° 47.627 'E which constitute the midpoint of the base line between baseline point 118 and 119, and to position 79 ° 8.583' N 10 ° 0.353 'E on territorial limit.
Nordvest-Spitsbergen National Park encompasses Moffen, Reinsdyrflya, Albert I Land and Haakon VII Land with adjacent territorial waters. The border goes south in a straight line from the inner bay in Woodfjorden over the top of Labor Hill, the southernmost state in Sverdrup Mountains, Grimalditoppen to Cape Guissez. From here the border in straight lines through position 79 ° 0.258 'N 10 ° 47.627' E which constitute the midpoint of the base line between baseline point 118 and 119, to the position 79 ° 8.583 'N 10 ° 0.353' E on territorial and further along this Northern and east to 80 ° 14.766 'N 15 ° 0' E, further south along 15 ° 0 'E to position 80 ° 6.772' N 15 ° 0 'E, from here in straight lines in Woodfjorden through positions 79 ° 32' N 13 ° 38 'E and 79 ° 20' N 14 ° 2 'E and back to the inner bay in Woodfjorden.

§ 3. The purpose of national parks The purpose of protection is to preserve large, contiguous and substantially untouched natural areas on land and at sea with intact habitats, ecosystems, species, natural ecological processes, landscape, cultural heritage. The areas to be preserved as a reference area for research and experience of Svalbard's natural and cultural heritage.
South Spitsbergen National shall ensure

An area with magnificent landscape with distinctive pointed, alpine rock formations, coastal plains and glaciers
-
Several larger and smaller breeding sites for seabirds called nesting, breeding and wintering grounds for ducks, especially eiders, and important habitats for polar bears
-
Important cultural heritage from the whaling era, winter hunting, mining, tourism, research and WWII.
Forlandet National Park shall ensure
-
An island with a distinctive mountain range with jagged alpine mountains and a large beach facilitate
-
Highly developed rock glaciers and frost soil forms
-
Several larger and smaller breeding sites for seabirds designated nesting and a core area for the world's northernmost limit
-
Important cultural heritage from the whaling era, winter trapping and mineral exploration.
Nordvest-Spitsbergen National Park shall ensure
-
An area with magnificent landscape with distinctive pointed, alpine rock formations, islands and straits, the largest beach surface on Svalbard called Reinsdyrflya and many large and small glaciers
-
Areas with interesting geology, especially the region of Bockfjorden with hot springs and associated lime deposits and remnants of former volcanoes
-
A unique botanical locality adjacent to the hot springs in Bockfjorden
-
Several larger and smaller breeding sites for seabirds designated nesting and breeding areas for ducks, geese and shorebirds
-
Important cultural heritage from the whaling era, winter hunting, expeditions and World War II.
§ 4. Prohibition of motorized transport use of all-terrain vehicles and landing aircraft is prohibited. The prohibition also applies overflight of areas under 300 meters to 1 nautical mil from shore. The ban on overflight apply insofar as weather conditions permit. The Governor may lay down provisions for traffic at sea.
Ships calling national parks shall not use or have on board fuel other than quality DMA in accordance with ISO 8217 Fuel Standard. This does not traffic along the shortest secure route through
A)
the northwestern part of South Spitsbergen National to and from Svea
B)
the northern part of Forlandet National Park and the southern part of the Northwest Spitsbergen National Park to and from Ny-Ålesund until 1 January 2015
C)
Nordvest-Spitsbergen National Park And Magdalenefjorden until 1 January 2015.
§ 5. Traffic Prohibition It is prohibited all year to go ashore and walk in delimited areas by the automatically protected cultural heritage sites in Outer Norskøya, Likneset, Ebeltofthamna and Lægerneset as shown in the map in Appendix 2.
§ 6. Protection against intervention areas are protected against any technical intervention as construction of buildings and facilities of any kind, mining, drilling for oil and operation of oil wells, quarries and other activities involving land disruption or disturbance of the natural environment.
Seabed is protected against trapping and harvesting by diving and using bottom trawls or scratching. Trawling for shrimp is allowed in waters with depths of 100 meters or more.
It is permitted to set up, maintain, supervise and operate Deccastasjoner on Sørkappøya and Salpynten or other terrestrial navigation aids such as lights, beacons etc. Navigation funds shall be designed, constructed, maintained and be supervised in consultation with the Governor.
§ 7. Prohibition of pollution It is forbidden to empty or leave waste. Substances and objects that may harm animal and plant life or be unsightly shall not discharge or left.
§ 8. Protection of wildlife Mammals and birds and their stay and nests are protected against damage and disturbances of any kind.
The listing is not an obstacle for the capture of marine mammals that are not indigenous and governed by regulations promulgated by the Ministry of Fisheries Ministry.
It is prohibited to introduce new species.
§ 9. Protection of plant life plants and fossils should not be removed and are protected against damage and destruction of every kind that are not due to normal traffic.
It is prohibited to introduce new plant species.
§ 10. Prohibition of acquiring mining rights in protected areas is not allowed to search for minerals and rocks, ref. Mining Code, and there can be no new mining claims.
§ 11. Exemptions The Governor may permit
A)
behaving, enable and maintain house used for inspection and for simple protection for the public
B)
residents of Svalbard to hunt grouse in accordance with applicable rules
C)
residents of Svalbard to use all-terrain vehicles in fixed routes
D)
scientific study if it would not be contrary to the purpose of the national park
E)
other dispositions whenever special circumstances, and the outline will not be contrary to the purpose of the national park.
Chapter 2 Northeast Svalbard and Southeast Svalbard Nature Reserve
§ 12. Nature reserves Svalbard 1973 Northeast Svalbard and Southeast Svalbard Nature Reserve.
§ 13. Definition of nature reserves Northeast Svalbard Nature Reserve includes Kvitøya, Kong Karls Land, Nordaustlandet surrounding islands and territorial waters and land on the west side of Hinlopen Strait. Western border is formed by straight lines from position 79 ° 54 'N 16 ° 48' E in Sorgfjorden straight north to position 80 ° 18.943 'N 16 ° 48' E in territorial and south of the southernmost bay in Sorgfjorden, further in straight lines over top of Curved mountain to Cape Mühry, further in straight lines to position 78 ° 39.697 'N 21 ° 24.672' E and position 78 ° 39.938 'N 22 ° 51.618' E in territorial and further along this. Around Kvitøya and Kong Karls Land follows the border territorial limit.
Southeast Svalbard Nature Reserve includes Barentsøya and Edgeøya with surrounding islands and territorial waters, including Kükenthalvøya, Ryke Yseøyane, Halvmåneøya and Tusenøyane. The border in the north runs along the midline in Heleysundet to position 78 ° 33 'N 20 ° 0' E, further due south to position 78 ° 6.879 'N 20 ° 0' E, on the straight line through position 77 ° 36.002 'N 19 ° 37.609 'E at position 77 ° 22.709' N 19 ° 43.982 'E in territorial and further along this area Edgeøya, Tusenøyane, Ryke Yseøyane and Barentsøya with Halvmåneøya to position 78 ° 39.938' N 22 ° 51.618 'E in territorial and thence at right line to the center line in Heleysundet, position 78 ° 39.666 'N 21 ° 18.943' E.

§ 14. The purpose of the nature reserves The purpose of protection is to preserve large, contiguous and substantially untouched natural areas on land and at sea with intact habitats, ecosystems, species, natural ecological processes, landscape, cultural heritage as a reference area for research .
Northeast Svalbard Nature Reserve shall ensure

An area with magnificent landscape, characterized by the largest glaciers on Svalbard and a number of larger and smaller fjords and peninsulas
-
Several smaller breeding sites for seabirds called nesting, breeding areas for geese, reclining and fold areas for walrus and polar bear habitats
-
Many water with Arctic char, and especially stationary char
-
Key cultural relics from the whaling era, winter hunting, expeditions, research and WWII.
Søraust Svalbard Nature Reserve shall ensure
-
Two large islands with characteristic plateau landscape and islets Tusenøyane
-
Breeding sites for seabirds called nesting, breeding areas for geese, reclining and fold areas for walrus and polar bear habitats
-
Habitat for large populations of Svalbard reindeer
-
Important cultural heritage from the whaling era and winter hunting.
§ 15. Prohibition of motorized transport use of all-terrain vehicles and landing aircraft is prohibited. The prohibition also applies overflight of the areas below 500 meters. The ban on overflight apply insofar as weather conditions permit.
§ 16. Requirements for shipping Ships calling reserves shall not use or have on board fuel other than quality DMA in accordance with ISO 8217 Fuel Standard.
Ships in reserves can not have more than 200 passengers on board.
§ 17. Traffic Prohibition on Kong Karls countries is prohibited travel on Kong Karls Land throughout the year, on Svenskøya, Kongsøya, Abeløya, surrounding islands and their sea area at a distance of 500 meters from shore or reefs at low tide. The prohibition also applies overflight of the areas below 500 meters.
The purpose of the traffic ban is to prevent polar bears in Svalbard are affected by unwanted traffic on polar bear denning areas important and habitat.
§ 18. Traffic Prohibition on protected cultural heritage is prohibited all year to go ashore and walk in delimited areas by the automatically protected cultural relics at Habenichtbukta, Zieglerøya, Delitschøya, Blubber Holmen with adjacent islets and reefs, Haudegen and Halvmåneøya as shown map in appendix 3.
§ 19. Requirements for travel in zone A Zone A is defined as set of maps in Appendix 4. Zone A represents a separate important reference areas for research.
Shall any travel in zone A, the report to the Governor no later than four weeks before. It is considered necessary to safeguard the area's value as a reference area for research, the Governor may require a travel plan changes, establish requirements for the travel plan or prohibit a travel plan. A report form must be submitted Governor after the stay has ended.
The Governor may issue regulations concerning notification and reporting obligations.
§ 20. Traffic Prohibition in Zone B Zone B is defined as specified in the map in Appendix 5.
All traffic in Zone B, in the sea closer than 500 meters from the shore, is prohibited during the period 15 May to 15 August.
§ 21. Requirements for organized tour programs in Zone C Zone C is defined as set of maps in Annex 6
Travel Organisers conducting organized tours within zone C, shall develop site-specific guidelines for activity in areas designated by the map in Appendix 6 . the guidelines shall be liable to protect the natural environment and cultural heritage of the place in accordance with the conservation provisions and Svalbard environmental protection Act. Governor oversees the guidelines address this and the use of guidelines.
§ 22. Regulation of traffic Environment Agency may issue regulations regulate and prohibit traffic within more constrained areas of land and sea in the nature reserves, if deemed necessary in order to avoid disturbance of wildlife, wear on vegetation or cultural heritage or to preserve the area's value as a reference area for research. Through speed in Hinlopen Strait Heleysundet and Freemansundet can not be regulated.
§ 23. Protection against intervention areas are protected against any technical intervention as construction of buildings and facilities of any kind, mining, drilling for oil and operation of oil wells, quarries and other activities involving land disruption or disturbance of the natural environment.
Seabed is protected against trapping and harvesting by diving and using bottom trawls or scratching. Trawling for shrimp is allowed in waters with depths of 100 meters or more.
It is permitted to set up terrestrial navigation aids such as lights, beacons etc. Navigation funds shall be designed, constructed, maintained and be supervised in consultation with the Governor.
§ 24. Prohibition against pollution It is forbidden to empty or leave waste. Substances and objects that may harm animal and plant life or be unsightly shall not discharge or left.
It is prohibited to discharge sewage and greywater from ships or other vessels within a distance of 500 meters from shore. In Rijpfjorden it is prohibited to discharge sewage and greywater from ships or other vessels in the area shown on the map in Appendix 7.
§ 25. Protection of wildlife Mammals and birds and their stay and nests are protected against damage and disturbances of any kind.
The listing is not an obstacle for the capture of marine mammals that are not indigenous and governed by regulations promulgated by the Ministry of Fisheries Ministry.
It is prohibited to introduce new species.
§ 26. Protection of flora and fossils Plants and fossils should not be removed and are protected against damage and destruction of every kind that are not due to normal traffic.
It is prohibited to introduce new plant species.
§ 27. Prohibition of acquiring mining rights in protected areas is not allowed to search for minerals and rocks, ref. Mining Code, and there can be no new mining claims.
§ 28. Exemptions The Governor may permit
A)
behaving, enable and maintain houses that are required as emergency stations and to inspect
B)
residents of Svalbard to use all-terrain vehicles in fixed routes on Ny-Friesland
C)
scientific study if it would not be contrary to the purpose of the nature reserves
D)
other dispositions when special reasons and disposition do not conflict with the purpose of nature reserves.
Chapter 3 Bird Reserves
§ 29. Bird Reserves Svalbard 1973 following bird sanctuaries:
A)
Sørkapp bird sanctuary that encompasses Sørkappøya and islands and reefs southeast of the Øyrlandet
B)
Dunøyane bird sanctuary which includes all islands and reefs west of Dunøysundet
C)
Isøyane bird sanctuary that encompasses northern isoya and Isøykalven
D)
Olsholmen bird sanctuary that encompasses Olsholmen
E)
Kapp Linné bird sanctuary that encompasses the area west of the line from Rand Vika to southeastern end of Prince Sea except Isfjord Radio station area
F)
Boheman bird sanctuary which includes the small islands south of Bohemanflya
G)
islands of Gåsøyane bird sanctuary that encompasses islands of Gåsøyane
H)
Plank Holmane bird sanctuary which includes plank Holmane
I)
Forland Islands bird sanctuary that encompasses Forland Islands
J)
Hermansenøya bird sanctuary that encompasses Hermansenøya
K)
Kongsfjorden Bird Sanctuary which includes Mietheholmen, Prince Heinrichøya, law Islands and Eskjeret
L)
Blomstrandhamna bird sanctuary that encompasses islet in Blomstrandhamna
M)
Guissezholmen bird sanctuary that encompasses islets at Kapp Guissez

Skorpa bird sanctuary which includes the islets by Harpun Odden

§ 30. The object of protection is to secure important breeding and living areas for birds, especially eiders and geese.
§ 31. Prohibition traffic All traffic in the bird sanctuaries, including traffic at sea and landing aircraft, is prohibited during the period 15 May to 15 August. The Governor may nevertheless make regulations concerning traffic in Cape Linnaeus bird sanctuary.
§ 32. Prohibition against pollution It is forbidden to empty or leave waste. Substances and objects that may harm animal and plant life or be unsightly shall not discharge or left.
§ 33. Protection against intervention areas are protected against any technical intervention as construction of buildings and facilities of any kind, mining, drilling for oil and operation of oil wells, quarries and other activities involving land disruption or disturbance of the natural environment.

§ 37. Exemptions The Governor may permit
A)
scientific study if it would not be contrary to the purpose of the bird sanctuaries
B)
other dispositions when special reasons and disposition do not conflict with the purpose of bird sanctuaries.
Chapter 4 Management, penalties and other common provisions for protected areas
§ 38. The administrative authorities and management plans Governor shall make the rules known, supervise that the requirements of these regulations and take the measures deemed appropriate for the purpose of the provisions to be achieved. It can be drawn up management plans with detailed guidelines for the implementation of the measures. The plans must be approved by the Environment Agency in consultation with the Directorate.
§ 39. Supervision and fire, police and rescue service emergency regulations do not hinder fire, police and rescue service emergency and supervision for the Svalbard Environmental Protection Act § 77 and § 87.
§ 40. Penalties who willfully or negligently violates provisions laid down in this Regulation or pursuant to regulations shall be punished by fines or imprisonment up to 1 year. Is been caused or threat of significant environmental damage, or if there are especially aggravating circumstances, imprisonment for up to 3 years may be imposed.
Complicity is punishable in the same way.
§ 41. Entry into force This regulation enters into force on 1 May 2014. From the same date, the Regulations of 1 June 1973 No.. 3780 the establishment of bird reserves and large protected areas in Svalbard and Regulations 1 July 1985 no. 1423 ban on traffic on Kong Karls countries.
