Order IET/2013/2013, dated October 31, regulates the competitive allocation mechanism of the Interruptibility Demand Management service.
In its additional provision secondary.2 empowers the Secretary of State of Energy to approve the procedure of the communication, execution and control system necessary for the provision of this service.
On the basis of that provision, the resolution of the Secretary of State for Energy was adopted on 29 October 2014, approving the procedure of the system of communication, execution and control of the management service. of the demand for interruptibility regulated in order IET/2013/2013 of 31 October 2013.
The Order establishing the electricity access tolls for 2016 and approving certain types of facilities and the remuneration of electricity production facilities from sources of electricity renewable energy, cogeneration and waste, has until 1 July 2016 postponed the date of application provided for in paragraph 1 of paragraph 5 of that resolution of 29 October 2014 and determines that by resolution of the Secretariat of State Energy will be adapted to the new date of application of the calendar of installation of the new equipment for the measurement, control and communications (EMCC) of the service of interruptibility and performance by the system operator of the process of verification and certification of the same, as well as other related issues.
By virtue of the above, this Secretary of State resolves:
First.
The suppliers of the service of demand management of interruptibility must have equipment of measurement, control and communications (EMCC) installed in accordance with the provisions of the Resolution of 29 October 2014, of the Secretariat of State of Energy, approving the procedure of the system of communication, execution and control of the service for the management of the demand for interruptibility regulated in order IET/2013/2013, of 31 October, before 1 April 2016.
Second.
The system operator shall have until 30 June 2016 to carry out the verification and certification process of the equipment installed in accordance with the provisions of the previous paragraph.
Third.
In the period from 1 January to 30 June 2016, those suppliers who have the certificate of the new measuring, control and communications equipment referred to in the third paragraph. 3.5 of the procedure adopted by the resolution of 29 October 2014, by the Secretary of State for Energy, approving the procedure for the system of communication, enforcement and control of the service for the management of the demand for Interruptibility as regulated in Order IET/2013/2013 of 31 October may opt for the use of such new equipment or continue to use equipment which was used in accordance with the provisions of paragraph 5 (2) of the
referred to in paragraph 1 of this Article.Fourth.
This resolution shall have effect from the day following that of its publication in the "Official State Gazette".
