Chapter I
Definitions
Article /1/
The words and expressions contained in this particular law shall mean the meaning indicated along with each of them.

Office of the Executive Office of the Confidence of Arts
The Society of Jurisdiction - a group of artists include members of the Union who are engaged in their jurisdiction. One art.
The profession includes creative artwork in disciplines that fall within the purview of arts, drawing, photography and sculpture. And digging, graphic design, synthetic design, internal design and advertising/decoration design. The latitude and the Minister ' s decision, on the proposal of the Conference, to add new substantive terms of reference.
It's the artist who practises the profession, whether he's a beautiful or distinguished artist of the Institute of Arts. Applied or non-certificate holders who have a privileged art production according to the rules of procedure.
- The original member. - He's the artist who's spent at least two years of practice, and a decision has been made by the Bureau to transfer him to the original table. After his or her merit has been established, or the Bureau decides to accept him directly in recognition of his outstanding artwork.
- The intern. - He's the artist before he's affiliated with the feds, and he's on the schedule.
Chapter II
Union♪ Its objectives and functions
Article /2
a. The formation artists of the Syrian Arab Republic are governed by the provisions of this Act by a union called the Union of Comical Arts of the Syrian Arab Republic.
B. The Union shall have legal personality and shall have its status in Damascus and shall establish branches in the governorates in accordance with the provisions of this Act.
Article 3
The Union is working on the goals set.
a. Contributing to grass-roots organizations and trade unions in mobilizing the people ' s capacities to achieve the objectives of the Arab nation.
b. Care for artists and work to develop their art production, organize their professional affairs and care, protect and defend their rights.
c. The moral value of the artist and its creative work are shown as a key contributor to national, national, humanitarian and civilization services.
D. Enriching artwork by inspiring the human cultural heritage of the Arab nation and the other nations.
e. Confirmation of the role of the arts formation in enriching life with intellectual and beauty values in its various aspects, linking this role to the needs of society and to all aspects of its activity and making art a daily life necessity.
The preservation of artistic freedom of expression, the development of constructive artistic criticism, the entrenchment of creative scientific calendars and the public dissemination of structural consciousness.
g. Improve the living conditions of artists and ensure their long, healthy and social future.
h. Creating an environment that allows promising artistic talents to open and grow in an atmosphere of responsible freedom.
i. Consolidation of ties of cooperation with the constituent artists of Arab States, other States and Arab, regional and international technical organizations.
To document the production of artists in the Syrian Arab country and to make them aware of the various means of modern communication.
Article 4
IPU works in collaboration with stakeholders to achieve its objectives by carrying out the tasks ahead.
a. Opening of exhibition halls, establishment of professionals and concerns to provide means for the production of artwork for members and cooperation with the competent authorities to supervise the supply areas.
b. Publications, periodicals and publications on its objectives and special pages in local bulletins and newspapers to publicize exhibits as well as other audio-visual media.
(c) To contribute to all aspects of the application, dissemination and employment of these arts in various aspects of public life.
d. Contribution with stakeholders in the preparation of educational curricula for the arts and technical education.
(e) To contribute with stakeholders to the task of the constituent artists with designing the technical work of the State, its bodies and institutions.
Participation with relevant stakeholders in the evaluation of the artwork composition, the development of tariffs and fees for the design and implementation of such work.
g. Ownership, management and investment of movable and immovable funds in projects and works as determined by the internal and financial system of the Federation and the related contracts.
h. Organize the exercise of the profession on a cooperative basis and encourage the establishment of joint ceremony and cooperative exhibitions and employment opportunities for members.
i. Establishment and participation in conferences, symposia, lectures and exhibitions within and outside the Syrian Arab Republic.
j. Provision of economic, health, social and cultural services to members to ensure that they benefit from old-age pension, disability, death compensation and assistance in cases of illness and emergency accidents so as to ensure that they and their families have a decent life through the Federation ' s internal funds, which they carry out with special regulations approved by the General Conference.
K. Furniture of funds and regulations to ensure health, social and economic care as approved by the General Conference and in the light of established laws.
Article 5
The Ministry of Culture has the right to supervise the Federation and its branches in accordance with the laws in force.
Chapter III
In membership.
Article 6
The union student must have the conditions.
a. Has been a citizen of the Syrian Arab Republic for more than five years or a national of a Arab State residing in the Syrian Arab Republic, subject to reciprocity.
- He's not convicted of felony or misdemeanour.
c. Full legal capacity
d. The definition of the artist contained in article 1 of this Law shall apply to it.
He's a career that inspires due trust and respect for the profession, in accordance with the provisions of the rules of procedure.
- to be effectively resident in the department where the station of the branch requesting registration is located.
g. In the following cases:
1/4 for people who do special work helps the Union achieve its goals.
/2/ Resident Arab artists who have provided outstanding artwork or have provided valuable services to the Federation.
March for foreign artists who provided valuable services for Arab issues
Article 7
a. Membership shall be acquired by a decision of the Bureau on the proposal of the Council of the Branch, at the ranks of two experienced members or an insignificant member and of any person who decides to refuse his or her affiliation or will have the right to submit a new application one year before the date of rejection of his or her application.
(b) A person who has refused or obtained an application for election shall be entitled to object within a period of one month from the date on which the decision of rejection is communicated to the Court of Appeal, which decides the objection in the study room within thirty days.
Article 8
a. Membership shall be removed by a decision of the Bureau on the proposal of the Council of the Branch after the necessary investigations have been carried out and the decision shall be made to dismiss the office in the following cases:
If the member commits an explicit violation of the fundamental aims or rules of procedure of the Federation and is subject to a decision of the Disciplinary Board, he acquires a peremptory degree
/2/ If art production ceases and has not participated in formational art activities for more than five years without justification.
/3/ If the payment of the financial obligations owed to the Federation is unduly delayed,
/4/ In case of death of member
b. Those who decide to remove their membership under the terms of paragraphs 1 /2/3/ shall be entitled to object in writing to the Bureau within thirty days of the date reported by the resolution and to invite the objector to appear before it and to hear its statement.
(c) If the Office refuses to object or fails to take action within thirty days of the date of its submission, the objector may appeal the decision of the Office within one month from the date of the communication of the decision to reject the objection, or from the date of 30 days after the application for an objection has been filed with the Office without a decision, before the Court of Appeal, which decides to appeal the memory room within fifteen days of its submission.
Article 9/
The rules of procedure specify the provisions of the procedure for the admission of members and how to verify the availability of the terms of membership, as well as the conditions for the transition from the table of candidates to the table of origin and the rights and duties of both categories, as well as how members move from one branch to another.
Chapter IV
In the career.
Article 10
A professional of the definition of the profession covered by this Act requires that registered members of the Federation and the Executive Office may authorize non-members to determine the type and duration of the work at the suggestion of the Council of the Branch and establish the rules of procedure for granting such authorization.
Article 11
a. All ministries and public authorities shall commit themselves to cooperate with the Federation in all matters relating to the artwork of formation in terms of planning, design and implementation.
b. Dicor licences for shops, commercial stimulants, tourism plants, textiles and vectors must be registered within the city centres and certified by the Federation or its affiliates.
c. A ratio of 2.5 per cent of the total value of externalities is allocated to buildings and new buildings that are of general use to decorate them with art form.
Article 12
Any work covered by article 11/ may be carried out only after the contract is registered in the competent branch and the rules of procedure specify the procedure for doing so and the contribution to the work shall not be exempt from the registration of the contract unless approved by the Bureau.
Article 13
The Minister/when local expertise is available/requests the State ' s foreign authorities to provide studies or technical work, to cooperate with the Federation on contracting Czechoslovian artists to carry out technical studies and supervise the full or partial implementation.
Chapter V
Rights and duties
Article 14
The Union defends the rights of its members in all matters relating to or because of the exercise of the profession.
Article 15
The right to be nominated and elected to registers shall be limited to the Register of Indigenous Members who have fulfilled their financial obligations to the Union and its funds.
Article 16/
An authentic member or an intern cannot do a job contrary to the honor and traditions of the profession.
Article 17/
Indigenous and experienced members must include in their employment contracts with the private sector a requirement that they should not enter into force until they have been ratified by the competent branch council.
Article 18
The original members and practitioners shall abide by the Union ' s objectives set forth in this Act and any act which results in a breach of these objectives shall be liable to disciplinary punishment.
Article 19
An active member or trainee may not contravene the instructions or decisions of the General Conference, the Bureau or the Council of the Branch concerning regulatory matters concerning the exercise of the profession.
Article 20
A member shall be entitled to pursue the work of his colleague only after having obtained prior written authorization to ensure that his or her rights are fulfilled. In the event of refusal, the Council of the Branch has the power to grant permission to pray within fifteen days.
Article 21
A member is not entitled to evaluate the work of his colleague with a view to abusing her through the media or otherwise.
Article 22/
The artist has no right to copy his partner's work or tradition or to include it until he has obtained written consent.
Chapter VI
Composition of the Federation and competence of its organs

The Union is composed of the following bodies:

The rules of procedure determine the origin of the meetings of these bodies and how their decisions are taken.

The Conference is divided by:

Article 25
The Conference is the supreme authority of the Union and has the power to determine all the federal objectives which are to:
Election of officers
b. Adoption of the general policy of the Union and monitoring of its implementation
c. Appointment of an Inspector of Legal Accounts or more
d. Discussion and approval of the Union ' s annual report and the ratification of the final account for the previous year following the report of the Inspector of Accounts and the approval of the budget for the financial year proposed by the Executive Office of the Union.
E. Identification of federal fees according to the financial system
- Withdrawal of trust from the President of the Union, the Bureau or a member of the Conference by more than two thirds of the members of the Conference.
g. Dissolving differences between the Bureau and branch councils
h. Approval of the internal and financial system, training system and regulations relating to cooperation funds, ambulances and other central regulations proposed by the Executive Office. Such regulations shall be deemed effective only after their ratification by the Minister of Culture. These regulations shall be ratified within 60 days of the date of deposit by the Ministry ' s Office and shall be deemed to be valid if no decision is taken by the Minister during this period.
i. Approval of proposals by the Executive Office requesting the necessary legislation to be issued and submitted to the competent authorities

Article 26
The Conference shall meet at the invitation of the President of the Union in the following cases:
a. At an election session within thirty days of the expiry of the boards of branches and members of the Union, a new executive office was elected.
b. At a regular session and within 60 days of the end of the financial year to ratify the final accounts, approve the estimated balance and approve the annual report on the basis of the decision of the Executive Office of the Union.
c. At a special session, on the basis of the decision of the Executive Office or at the written request of at least one third of the members of the Conference, the purpose of such an invitation shall be set forth in that request or resolution. The meeting of the General Conference shall be invited to be announced at the headquarters and branches of the Federation and through the various official media at least one week before the meeting.
Article /27
The meetings of the General Conference of the Union shall be chaired by the President or the Vice-President of the Union in the absence of the Union, the Secretary of State, the largest member of the Executive Office, and the validity of the meeting shall require the legal conditions to be met.♪ ♪
a. Meetings of the Conference shall not be deemed lawful except in the presence of an absolute majority of members. If the second meeting is not convened for the second time within fifteen days, the second meeting shall be legal, no matter how many the attendees are present, the date of the second meeting shall be fixed by the first invitation, decisions shall be taken by a majority of the votes present and if the side of the meeting is equally likely.
b. Meetings of the extraordinary conference convened at the request of one third of the members shall be deemed to be lawful only if the majority of two thirds of the members of the Conference are not present at this meeting.
c. Sessions of the General Conference on Elections, Extraordinary and Special Sessions shall be deemed to be legal only by inviting a representative of the Qatari Professional Trade Unions Bureau of the Baath Party and a representative of the Ministry of Culture, provided that it is not a candidate for the Executive Office at the meetings of the General Electoral Conference, to be invited at least three days prior to the meeting, and if he does not attend the date, the meeting is considered legal.
The Conference shall elect the officers of the Executive Bureau from the candidates by secret ballot and by majority vote.
Article 299 The President of the Federation shall issue the decisions of the General Conference and shall publish them in public at the headquarters of the Federation under a record of the Secretary-General and at the headquarters of the branches.
Chapter VIII
Office
Article /30/
The Federation shall hold an office of 11 members elected by the Conference for five years and shall exercise the following terms of reference:
a. Election of the President, Vice-President, Vice-President, Secretary-General and Secretary-General, among his members, who have the right to redistribut these functions in absolute terms to his members.
Implementation of the decisions of the Conference
c. Development, development and presentation of the Federation ' s internal regulations on the profession to the Conference.
d. Closing accounts and draft estimates submitted to the Conference
e. Approval of expenditures and disbursements
F. Formulation of permanent and temporary committees and associations of members of the Federation of office furniture to achieve its objectives.
g. Report to the Conference on its work every year and annual workplan for the following year
h. Decisions on applications for membership of the Federation on proposals of the branch councils
i. Supervision of Federation associations, commissions, offices and various units.
J. Management of the Union ' s work and fulfilment of its objectives and objectives in order to implement the decisions of the Conference in accordance with the provisions of this Act, the laws and regulations in force.
K. Management of the Union ' s funds and property, investment and collection of funds due
L. Transfer of branch accounts in fulfilment of its obligations to the Federation, mandated by the General Conference
A. Invitation of the General Conference
N. Supervision of the operation of branches and monitoring of their proper implementation of the provisions of the law and the decisions of the General Conference
x. Award of an artist ' s title by decision on the proposal of the branch councils
G. Invitation by the Plenary of any branch of the Federation to meet as necessary
Access to and guidance on the decisions and boards of the branches of the public bodies and the Councils of the Union is contrary to the law, the regulations of the Union, the decisions of the General Conference and the Councils of the Union.
The President of the Federation and two members of the other members of the Bureau may be freed and the rules of procedure shall be established.
Article 31
The rules of procedure specify all provisions on how to hold meetings of the Conference and the Bureau and how to make decisions in the absence of a provision in this Act, as well as the functions of the Vice-President, the Secretary-General and the Secretary-General.
Article/32/
A. If the President, the Vice President, the Secretaries-General or the Secretary-General, the Bureau shall meet to elect the alternative
b. If the status of more than three members of the Bureau is vacant for any reason the Conference is invited to elect their replacement within a maximum period of 30 days from the date of the vacancy.
c. The Centre shall be considered vacant in the following cases:
1/ Withdrawal of confidence
2. Resignment and acceptance
3/ Decaying membership
4/ Death
5. In the event that the meetings of the Bureau are not present and in accordance with the rules of procedure
d. Bureau meetings are legal only in the presence of an absolute majority of its members.
e. Decisions shall be made by a majority of the votes present and, if the votes are equal, the aspect in which the Chairperson of the meeting is likely to vote.
Chapter IX
Offices of the Union
Article /33
Members of the Executive Office shall supervise the offices of the Union designated by them and shall determine the rules of procedure, with the executive office as a whole responsible for the work of these offices.
Chapter X
President of the Federation
Article /34/
The President of the Union exercises the following powers:
a/ Represents the Federation, chairs the meetings of the Bureau, implements its decisions and signs contracts approved by the Office and has the right to be sued on behalf of the Federation, which is the exchange order of the Federation
(b) If the President is absent, the Vice-President shall denounce himself and, in the absence of the Deputy Secretary-General, the President shall have the powers of his or her deputy in the event of his or her absence.
(c) The President of the Union has the general secret and the general financial right to reside in Damascus.
Chapter XI
Federation branches
Article 35/
a/ A branch shall be established in each governorate with at least 25 per cent of the artists registered in the Federation.
b/ When the number of members in a governorate is insufficient to form a branch, members of the governorate will join the branch in a neighbouring governorate by a decision of the office.
(c) In the case of neighbouring governorates, the artists in each of them do not constitute the sufficient number of the creation of a branch of the Federation, which is a branch located in the office.
Chapter XII
General Body of the Branch
Article /36
The general body of the branch shall consist of the total membership on the table of the branch, which is the supreme authority of the branch.
Article 37/
The General Body of the Branch shall have the following powers:
a/ Election of the members of the Council of the Branch.
b/ Election of the twenty-five members of the Conference by one member for each of its members, with a total membership of not more than 10 members, no matter how many members of the Plenary, or the branch whose members are less than 50, shall have one taste, and the right to stand for nomination and election shall be restricted to the Registrars in the original membership register.
c/ Discussion of the annual report on the operation and approval of the Council of the Branch and submission of suggestions and recommendations for branch affairs to the Executive Office for action.
d/ Endorsement of the final account for the previous financial year after the report of the Auditor and approval of the draft budget for the year following submission to the Executive Office for approval.
e/ Designation of a legal account inspector and fee estimate.
and/or withdraw confidence from the Chairman of the Branch Council, the Council of Branch or a member of the Council of the Branch by a two-thirds majority of the members.
Article /38
The General Body of the Branch shall meet at the invitation of the Chairman of the Council of Branch in the following cases:
a/ At an election session 15 days prior to the expiration of the mandate of the Council of the Branch, for the election of the new branch council and the full membership of the General Conference.
b/ At a regular session within 30 days following the end of the financial year to ratify the final accounts, approve the budget submission for the coming year and discuss the annual report of the branch.
(c) In a special session:
Pursuant to the decision of the Executive Office.
2/ Pursuant to the decision of the Council of the Branch.
d/ Based on a request from the original members of less than one third of the registrants in the section to clarify in the request the purpose of the meeting and the head of the branch shall invite within fifteen days of receipt of the request.
The meeting of the plenary is chaired by the head of the branch or secret secretary in the absence of the senior members of the branch council present, or if the invitation is based on the decision of the executive office, the President of the Federation will preside over the meeting if he is present.
The provisions of Article 27(a)(b) of this Law shall apply to the meetings of the Board after the replacement of the General Conference with the General Body of the Branch.
Chapter XIII
SECTION COUNCIL
Article /39
a/ The Council of the Branch shall be composed of five members elected by the Plenary of the Branch from among its original members and shall require the candidate for five years.
b/ The Council of the Branch shall elect from among its members the President, the Secretary of the Plenipotentiary and Malia.
(c) The Chairman of the Council of the Branch or a member of the Council may be discharged by a decision of the Executive Office on the proposal of the Council of the Branch. The rules of such full-time, full-time fees and compensation shall be established by the Conference.
Article 40/
The mandate of the branch council shall last for five years.
Article 441
(a) If the status of the Chairman of the House of Branch, the secret secretary or the financial secretary is vacant, the branch board shall meet to elect the alternative from among its members within thirty days of the date of the vacancy of that centre.
b/ If the status of two or more members of the Council of the Branch is vacant for any reason, the Plenary is invited to elect a replacement for the completion of the Council within a maximum period of 30 days from the date of the vacancy.
Article 42/
Meetings of the Council of the Branch shall be legal in the presence of the majority of its members and decisions shall be made by the majority vote of the members present and, if the votes are equal, the President of the meeting is likely to vote.
Article 43/
The branch councils shall submit a copy of the records of their meetings and decisions to the Executive Office.
Article /44
The Council of the Branch shall exercise the following powers:
a/ Implementation of the decisions and instructions of the General Conference and the Executive Office in its area of competence.
b/ Implementation of the decisions of the General Body of the Branch.
c/ Managing the branch ' s funds, making money and collecting fees from members in accordance with the rules of procedure of the Federation.
d/ Proposal to balance the annual branch.
(e) Provide the Executive Office with the necessary information on the professional and trade union situation in the branch ' s area of operation and propose what is to achieve the objectives of the Federation.
and/or invite the Plenary of the Branch to meet.
g/ Receive and submit applications for affiliation and issuance to the Executive Office.
h/ Exercise the powers delegated by the Executive Office and consider matters referred to it by the Office.
(i) Execution of authoritative penalties imposed on members who have acquired a peremptory degree in accordance with the provisions of this Act.
Examination of complaints and disciplinary cases brought against artists in accordance with the provisions of this Act.
As/consider disputes arising from artists ' fees or appreciation and decisions of the Board are subject to appeal to the executive office within 30 days from the date of the day following its notification.
Article /45
a/ The Chairman of the Council of the Branch shall enjoy the following powers.
1/ Represents the branch, presides over meetings of its Council and follows up on the implementation of its decisions and the decisions of the Executive Office, which is the order of exchange.
2/ Meetings of the Plenary of the Branch are chaired.
3/ The Chairman of the House of Branch shall be assigned if he or she is not in secret and, in the absence of the Secretary-General of the Malian secret, shall have the powers of the Speaker of the House of Branch, who shall act in his absence.
b/ The rules of procedure determine the functioning of the branch board and the division of labour between its members.
Chapter XIV
Association of Jurists
Article /46/
(a) Each member of the Union shall have the right to join one or more of the associations which are consistent with the exercise of his or her activity as a member of the Union in accordance with its established competence:
1/ Drawing and photography in various areas.
2/ Sculpture.
3.
4. Exclusive design, advertising and visual communications.
5/ Internal design and different species.
6/ Any other specialized associations approved by the Conference.
b/ The rules of procedure contain provisions for the organization, membership and operation of these associations.
Chapter XV
Finance
Article 47
The Federation and each of its branches shall have an estimated annual budget and a final account.
Article 48
The resources and branches of the Federation shall consist as follows:
a/ Acquisition and registration fees determined by the rules of procedure.
b/ Percentage determined by the Conference from revenue of branches except donations and contributions.
c/ State-determined assistance to the Union.
d/ leveraging the Union ' s funds, investments and resources for its activities which fall within its purview.
e/ Endowments, contributions and trusts accepted by the Office after prior approval by the Minister.
and/or percentage of the total value paid for the art composition is determined as follows.
1/5% of the total value paid for the work carried out by the member of the Federation.
2.7 per cent of the total value paid for work performed by non-members after granting permission.
3/ In the event of other completed or associated works of basic art, a committee of expertise designated by the Executive Office assesses the value of the artwork exclusively where the Federation ' s benefits are met on the basis.
Article 4
Fees paid to the federation or branch shall not be reimbursed for any reason after the final account has been certified by the General Conference.
Article 50
The Union ' s financial year and branches begin on 1st January and end on the end of December of each year.
Article 51
a/ Subsidiaries ' projects are submitted to branches ' public bodies for approval and are then submitted to the Executive Office.
b/ Each year the Executive Office sets the budget for the fiscal year, including the budget of the branch councils and is presented to the General Conference for approval.
Article 52
a/ Non-investment Union property, finance and non-investment branch property are exempted from all taxes, fees, financial and municipal stamps.
b/ The headquarters, branches and assets of the Federation shall not be seized.
Article 53
The Office and the branch councils are entitled to pay compensation or credits to employees who are members of the Bureau or on or outside branch councils in accordance with the internal and financial regulations of the Federation and are entitled to grant promotional and discretionary awards to creative artists.
Chapter XVI
General provisions
Article 54
(a) In addition to the provisions of this Act, the Federation ' s rules of procedure contain all necessary provisions for the functioning of the Federation, its bodies and associations and how they are invited, met and taken decisions.
b/ The Union ' s financial system contains all necessary provisions for the conduct of financial work, the organization of budgets, receipts and the control of income and expenditure.
Chapter XVII
Disciplinary penalties
Article 55
(a) One of the minor disciplinary penalties is disciplinary.
1/ verbal alert.
2/ Wrong alert.
3/ A recorded warning.
Any member who comes out of the Union ' s objectives or violates a duty of the profession or an obligation of the Union under the provisions of this Act.
(b) One of the most severe penalties is also punishable.
1/ Prevention from engaging in occupation for at least one year.
2/ Provisional write-off for at least two years.
3/ Final write-off from the Union scale.
Anyone who loses a condition of membership or commits a serious act contrary to the provisions of the Union Act and the rules of procedure.
Article 56
(a) Preventing a member from engaging in a profession entails not doing any of its work.
b/ Final write-off entails the final exclusion of the name from the table.
c/ The office may, at the request of the owner of the relationship and after the competent branch board has taken a decision, reinstate the written member after three years after the date of receipt of the written-off decision.
Article (a)
Slight penalties shall be imposed by a decision of the Council of the competent branch or severe penalties imposed by a decision of the disciplinary board established in accordance with the provisions of this law after the transfer to the Council by a decision of the Bureau.
Article 58
a/ The Disciplinary Board shall be assigned by a decision of the Minister as follows:
1/ Judge at the rank of Counsellor designated by the Minister of Justice as President
2/ Member of the Law Licensing Campaign designated by the Minister of Culture as a member
3/ Executive Office member
(b) The member at his place of residence shall be informed that the disciplinary board shall be present on the basis of the communication and shall be notified 15 days before the hearing
(c) A member may entrust counsel and the disciplinary board to order the presence of the member in person before him or her.
d/ The Executive Office shall determine how and to what extent compensation is paid to members of the Disciplinary Board.
Article 5
a/ The President of the Federation shall transmit the member complained of upon the decision of the Bureau to the Disciplinary Board.
(b) The Disciplinary Board may be referred only after the statement of the member complained of by the President of the Federation or the head of the branch or by whomsoever assigned, unless the said person has failed to attend despite his or her invitation.
Article 60
(a) The Board of the Branch shall investigate the Spatial Offences.
b/ If the outcome of the investigation shows that the penalty for the offence attributed to the assignor is one of the minor penalties, the matter shall be judged by the branch council.
(c) If the outcome of the investigation shows that the penalty for the offence attributed to the assignor is one of the severe penalties for bringing the case to the disciplinary board through the President of the Federation.
Article IV
a/ The Disciplinary Board shall adjudicate in the case brought to it after the assignee has been invited within a/60/day of the date of the assignment and the meetings of the Board shall be held in private.
(b) There is no way that he or he would be present to himself or to whom he or she would be responsible for his defence.
c/ The judgement of the Disciplinary Board shall be rendered in an explanation.
Rule /62/
The President of the Federation shall transmit to the Disciplinary Council the sentence of a member sentenced by a judge who has been guilty of a misdemeanour or misdemeanour.
Article /63/
(a) Decisions of the Council of the Branch to impose minor penalties shall be subject to appeal to the Office within 10 days of the day following the date on which the decision is communicated to the author and the executive office shall decide to appeal by decision.
(b) Decisions of the Disciplinary Board to impose one of the severe penalties, which shall be subject to appeal to the Court of Appeal and decided by the Court in the Chamber of Memory.
c/ Other decisions of the Disciplinary Board shall be concluded.
Chapter XVIII
Conference resolution, executive office and branch councils
Rule /64/
The Conference, the Bureau and the branch councils may be dissolved by a reasoned decision of the Prime Minister in the event that any of them deviates from their functions or objectives and the decision is concluded without any means of review or appeal.
Rule /65/
If the Bureau or branch council is dissolved, the Prime Minister shall invite the Conference or the General Branch within fifteen days of the resolution to elect a new office or branch council in accordance with the legal provisions in force.
Rule /66/
(a) In the event that the Conference or branch bodies are not invited during the period mentioned in the preceding article, a decision by the Prime Minister shall be called an interim office of the Union or the Council of Branch which shall exercise the same functions as the original office.
b/ Temporaryly performs the functions of the Conference and exercises its powers in the total membership of the Bureau and members of the branch councils.
c/ The interim bureau shall schedule the meeting of the Conference for a maximum period of six months and schedule its work. The President of the interim Bureau shall invite and preside over the meeting.
Chapter XIX
Transitional provisions
Article 14
The federation provided for in this Act is considered to be a continuation of the fine arts union brought up under the terms of the provisions. Legislative Decree No. 162/ of 1967 With their rights and obligations.
Article/68/
The internal and financial regulations of the Federation shall be promulgated by a decision of the Minister within a maximum period of six months from the date of the promulgation of this Act and until such time as the internal and financial regulations of the Union of Fine Arts shall continue to be applied at the time of the promulgation of this Act and shall not be inconsistent with its provisions.
Article 4
On the date of the entry into force of this Act, the Council of Directors of the Fine Arts Union shall determine, prepare and supervise the date of the new elections to the Chambers of the branches of the General Conference, shall establish electoral instructions and shall declare the voter schedules in the branches in accordance with the provisions of this Act. The Captain and members of the Board shall be considered as members of the Congress.
Article 70/
On the date of entry into force of this Law, members, practitioners and registrars of the Fine Arts Union retain all acquired rights to register in the Federation and members of the conspirators register candidates in the Federation register.
Article /71
The legal provisions and regulations in contravention of this Act shall be repealed.
Article 72/
This law is published in the Official Gazette.
